About this opportunity
Brookhaven National Laboratory (BNL), a Department of Energy (DOE) National Laboratory, is seeking to procure a 3500-liter Liquid Helium Dewar and Sub-Cooler system for its Collider Accelerator Department. The procurement will be conducted through a full and open competitive process with a solicitation number 446572, targeting manufacturers in the Metal Tank (Heavy Gauge) Manufacturing sector. Interested contractors must be registered in the System for Award Management (SAM) under NAICS code 332420 and must meet specific technical requirements outlined in the draft specification and statement of work. The contract will require design, manufacturing, testing, delivery, and commissioning support for a complex cryogenic system with precise engineering specifications, including ASME pressure vessel standards, seismic design requirements, and comprehensive quality assurance protocols. The solicitation anticipates issuing the contract on or around March 31, 2025, with responses due by January 23, 2025, and potential contractors are advised to carefully review all attached technical documents before submission.
The procurement is not set aside for any specific business category and will be awarded as a Firm Fixed Price contract. BNL expects to make a single award with a delivery timeline of 52 weeks after contract award, followed by installation assistance for up to 20 weeks thereafter. The anticipated equipment will be valued at a potentially significant amount, though the exact budget is not specified in the pre-solicitation notice. The technical complexity of the project requires contractors to provide detailed manufacturing documentation, perform rigorous helium leak testing with a sensitivity of 1x10-9 Torr liter/sec, and offer a two-year warranty on the equipment. The project involves manufacturing a specialized cryogenic system with specific requirements including vacuum space volumes, process space volumes, and compliance with shipping and transportation load specifications. Contractors will need to demonstrate expertise in cryogenic equipment manufacturing, precision engineering, and comprehensive quality control processes.
