About this opportunity
The National Institutes of Health seeks a single firm-fixed-price contractor to provide comprehensive linen and uniform rental services at the National Institute of Environmental Health Sciences facility in Research Triangle Park, North Carolina, with proposals due September 2, 2026 at 12:00 PM EST and questions due August 17. The procurement is designated as a Total Small Business Set-Aside, restricting competition to eligible small business concerns.
Place of performance is Durham, North Carolina (Building 101, 102, 108, 109, 110, and 111 of the NIEHS facility). The contractor must furnish all labor, materials, equipment, transportation, supervision, and management to deliver comprehensive textile management services including rental, laundering, pressing, repair, replacement, inventory management, collection and delivery, garment marking with embroidered NIH Facilities Operations patches, emergency replacement, quality control, and customer support. Services cover approximately 47 pickup and delivery locations across six buildings.
Specific inventory requirements include approximately 800 laboratory coats (600 with elastic cuffs, 200 with open cuffs), uniforms for up to 31 maintenance employees and 2 supervisors, up to 4 electrical mechanic uniforms meeting NFPA 70E Arc Rating Category 2 standards, bed sheets, pillowcases, hospital linens, towels, shower curtains, and entrance mats. Weekly pickup and delivery must occur on the same day during NIEHS business hours (8:00 AM to 5:00 PM Monday-Friday, excluding federal holidays). The contractor must maintain Healthcare Laundry Accreditation Council, TRSA Hygienically Clean certification, or equivalent accreditation and comply with Service Contract Act wage determinations for Durham, Orange, and Person counties, North Carolina.
The base contract period runs November 1, 2026 through October 31, 2027, with four optional one-year extensions through October 31, 2031. The prime contractor must perform at least 51 percent of applicable work. Evaluation uses best-value tradeoff with technical capability weighted most important, past performance second, and price third. Pricing is structured on four Contract Line-Item Numbers covering uniform rental and laundering, laboratory coat services, linen and towels services, and emergency replacement services. Amendment 1 added clarifications on incumbent status and employee specifications; a mandatory site visit occurred August 25, 2026.
