About this opportunity

The Department of the Air Force Air Combat Command seeks OSHA-certified load testing of lifting equipment for its Crashed Disabled Damaged Aircraft Recovery program at Tyndall Air Force Base, Florida, with proposals due May 22, 2026, at 1:30 PM Central Time. This is a 100% small business set-aside.

Place of performance is Tyndall AFB, Building 267, 1201 Florida Avenue, Panama City, Florida 32403. Work is limited to Monday through Friday, 0730–1630, excluding federal holidays and approximately eight contractor non-working days per year designated by MAJCOM or the 325th Fighter Wing Commander.

The contractor must retrieve and test 20 pieces of equipment by June 1, 2026, including six slings ranging from 6 to 75 feet with working load limits from 1,000 to 1,500 pounds, F-16 and F-22 sling components, multiple shackles (25-ton and 35-ton), and a Modulift MOD 50 (50-ton) Spreader Bar System tested as a complete unit. Testing must comply with ASME B30.9 (Slings), ASME B30.20 (Below-the-Hook Lifting Devices), and ASME B30.26 (Shackles). The Statement of Work was amended May 14, 2026, and additional Modulift technical specifications were provided May 20, 2026. The delivery period runs May 22 through June 22, 2026, with inspection and acceptance at both the contractor's facility and Tyndall AFB.

Contractor personnel require base access credentials including DBIDS passes through Security Forces background checks, DoD Common Access Cards, and AF Form 75 visitor or vehicle passes. This is a firm fixed-price contract with NAICS 541380 (Testing Laboratories and Services), PSC H299. Questions were due May 18 at 1:00 PM CDT; answers were posted May 19. Offerors must submit Volume 1 (pricing, no page limit) and Volume 2 (technical approach and past performance, maximum 7 pages). Award will be made on best value considering price and technical factors, with evaluation focused on understanding of required tools, equipment, personnel, facilities, and relevant past performance in load testing heavy lifting equipment with customer references. The Service Contract Act applies; prevailing wage rates for Florida Bay County occupations range from $13.39 to $50.58 per hour plus $5.55 per hour fringe benefits.
