About this opportunity
The 377th Force Support Squadron at Kirtland Air Force Base seeks lifeguard and aquatics management services for its 100-meter indoor swimming pool, with proposals due September 23, 2026 at 1400 MDT. This is a total small business set-aside, restricting competition to firms meeting the $17.5 million NAICS 713940 size standard.
Place of performance is Kirtland Air Force Base, Albuquerque, New Mexico. The contract requires one dedicated on-site Aquatics Manager and a minimum of three certified lifeguards per operational session (morning, midday, and afternoon sessions Monday–Friday, except federal holidays), with staffing structured to maintain two guards on active surveillance at all times. All contractor personnel must obtain base access clearance suitable for unclassified work via DBIDS or CAC procedures. Lifeguards must hold current certifications in lifeguarding and water rescue, CPR for Professional Rescuer, AED, and Standard First Aid from American Red Cross, Starguard Elite, or Ellis & Associates. The contractor manages pool water treatment and chemical management (either directly or through subcontractors) with emergency response times of one hour during working hours and two hours during off-hours. The facility operates for aerobic exercise use only with variable daily patronage; estimated annual workload is 2,268 hours for the Aquatics Manager and 6,804 hours for lifeguard services. All work must comply with DAFI 34-101 Chapter 20 and DAFMAN 48-143, including implementation of CDC Model Aquatic Health Code and Healthy Swimming standards.
The contract structure consists of a three-month base period beginning September 29, 2026, four 12-month option years, one 9-month option period, and one 6-month RFO extension under FAR 52.217-8, for a potential total of five years nine months. The contract is firm fixed-price with invoicing through WAWF. Service Contract Act wage determination 2015-5443 (Revision 30, effective August 27, 2026) applies to Bernalillo, Sandoval, Torrance, and Valencia counties in New Mexico.
Evaluation is based on technical acceptability as the primary gate. Technical subfactors are Staffing and Retention Plan (demonstrating scheduling for minimum three certified lifeguards with two on active surveillance, plus recruitment, retention, and vacancy mitigation strategies for the Albuquerque market), Certification and Qualifications (100 percent current certifications, tracking methods, and documented swim proficiency), and Management Plan and Quality Control (on-site Aquatics Manager role definition, facility security, daily maintenance and water testing per DAFMAN 48-143, and internal surveillance). Any proposal rated Unacceptable on any technical subfactor is ineligible. Past performance is evaluated on submissions from the prior three years, yielding Confident, Neutral, or No Confidence ratings. Price is evaluated on Total Evaluated Price for all CLINs. This is a new requirement with no incumbent contractor. As of September 15, 2026, funds are not presently available; no award will be made until funding is available, and the Government reserves the right to cancel before or after closing with no obligation to reimburse offerors for costs. A mandatory site visit is scheduled for September 15, 2026 at 1400 MDT at Building 20229 Pennsylvania Avenue SE, Kirtland Aquatic Center; base access assistance is available from SMSgt Christian Gallagher, Ms. Monique McLaughlin, or 1Lt Jinta Sasamori (questions on base access must be submitted by 1500 MDT on September 14). The contracting officer is Ms. Monique McLaughlin; the contract specialist is 1Lt Jinta Sasamori.
