About this file
This document is a Solicitation Questions and Answers (Q&A) for Lifeguard Services contract FA9401-26-Q-0027.
The contract establishes lifeguard services for an Air Force aerobic exercise pool with a total performance period not exceeding five years. The contract structure consists of a 3-month base period, four 12-month option years, and one 9-month option period, with an additional 6-month RFO (Right of First Refusal) clause 52.217-8 available if required. This is a new requirement with no incumbent contractor. The Government furnishes specific equipment listed in Attachment 1, Performance Work Statement, Part 3 (page 8), including rescue equipment, first aid supplies, and AEDs. The contractor is responsible for all other required equipment and supplies. Pool chemical management is the contractor's responsibility, with emergency response times of 1 hour during working hours and 2 hours during off-work hours. The minimum staffing requirement is three lifeguards, and contractors must maintain required breaks during hours of operation per DAFI 34-101 and DAFMAN 48-143. Staffing structure and manager scheduling are at the contractor's discretion within minimum requirements. For SCA labor category classification of the Aquatics Manager position, the offeror selects the appropriate category, with notification to the contracting officer for anniversary wage adjustments. Pool patronage is limited to aerobic exercise use with variable daily usage; estimated annual operating hours are provided in Technical Exhibit 3 (page 16) of the Performance Work Statement.

Lifeguard Services FA9401-26-Q-0027: Solicitation Q&As Question Government Response
1 Option Period Discrepancy: Section (f) of the Instructions to Offerors states pricing should be proposed for "a base period plus four (4) 1-year option periods and a 6-month extension." However, the SF-1449 Schedule of Supplies/Services lists five option periods (Option Line Items 1001-5001), with Option Period 5 covering only 9 months rather than a 6-month extension under FAR 52.217-8. Could you confirm the correct number of priced option periods and whether Option Period 5 (9 months) is separate from, or is intended to represent, the FAR 52.217-8 extension?
The contract period of performance will not exceed 5 years of service and will have the RFO Clause 52.217-8 for an additional 6 months (outside of the 5-years) if required.
Base Period- 3 months Option year 1- 12 months Option year 2- 12 months Option year 3- 12 months Option year 4- 12 months Option period 5- 9 months RFO 52.217-8- 6 months.
Upon award, RFO 52.217-8 CLINS will be removed. As this is an only if required clause.
2 Pool Chemical Management: Since contractor personnel are prohibited from handling or balancing pool chemicals, who is responsible for chemical treatment and replenishment (a separate CE contractor, base civil engineering staff, etc.), and what is the expected response time if the contractor reports a water quality deficiency?
NetCentric the BMC is not prohibited from handling chemicals or performing the pool treatment . The BMC (Netcentric) contractor is responsible to manage the pools water treatment. They choose to hire a vendor(Pools and Spas) for this service.
Emergency response times are 1 hour during working hours or 2 hours during off work hours. Not sure at what point chlorine levels become emergency and should be a case by case basis.
3 Government-Furnished Property/Equipment: Does the Government furnish rescue equipment (rescue tubes, backboards, first aid supplies, AEDs), pool vacuuming equipment, or chemical testing kits, or is the contractor required to supply all such equipment?
A GFP/GFE list, if available
GFE items are listed in Attachment 1, Performance Work Statement, Part 3.
