About this file

This document is a Solicitation Questions and Answers (Q&As) for Lifeguard Services solicitation FA9401-26-Q-0027 issued by Kirtland Air Force Base.

The contract is for a new lifeguard services requirement at the Kirtland Aquatic Center, which is currently used only for pararescue training. The performance period consists of a 3-month base period beginning October 5, 2026, followed by four 12-month option periods and one 9-month option period, plus an additional 6-month Right of First Offer (RFO) clause under FAR 52.217-8 (removable at award if not exercised). The facility operates Monday through Friday from 0530 to 1830 hours with a 30-day phase-in period; the pool will open to the public the first week of November 2026. The contractor must maintain minimum staffing levels (including at least three lifeguards per DAFI 34-101 and DAFMAN 48-143), conduct opening and closing procedures with water quality testing, and manage lifeguard operations during aerobic exercise-only pool use. Government-furnished equipment is identified in Attachment 1, Performance Work Statement, Part 3, page 8. The contractor is responsible for pool water treatment (either directly or through a subcontracted vendor), with emergency response times of 1 hour during working hours and 2 hours during off-hours. DBIDS credentialing can be completed within a few business days after contract award. Physical site visits are available as early as September 14, 2026, with flexible timing and gate-day visitor sign-in procedures requiring no advance information submission. This is a brand-new requirement with no incumbent contractor or previous contract data available.

Lifeguard Services FA9401-26-Q-0027: Solicitation Q&As Question Government Response

1 Option Period Discrepancy: Section (f) of the Instructions to Offerors states pricing should be proposed for "a base period plus four (4) 1-year option periods and a 6-month extension." However, the SF-1449 Schedule of Supplies/Services lists five option periods (Option Line Items 1001-5001), with Option Period 5 covering only 9 months rather than a 6-month extension under FAR 52.217-8. Could you confirm the correct number of priced option periods and whether Option Period 5 (9 months) is separate from, or is intended to represent, the FAR 52.217-8 extension?

The contract period of performance will not exceed 5 years of service and will have the RFO Clause 52.217-8 for an additional 6 months (outside of the 5-years) if required.

Base Period- 3 months Option year 1- 12 months Option year 2- 12 months Option year 3- 12 months Option year 4- 12 months Option period 5- 9 months RFO 52.217-8- 6 months.

Upon award, RFO 52.217-8 CLINS will be removed. As this is an only if required clause.

2 Pool Chemical Management: Since contractor personnel are prohibited from handling or balancing pool chemicals, who is responsible for chemical treatment and replenishment (a separate CE contractor, base civil engineering staff, etc.), and what is the expected response time if the contractor reports a water quality deficiency?

NetCentric the BMC is not prohibited from handling chemicals or performing the pool treatment . The BMC (Netcentric) contractor is responsible to manage the pools water treatment. They choose to hire a vendor(Pools and Spas) for this service.

Emergency response times are 1 hour during working hours or 2 hours during off work hours. Not sure at what point chlorine levels become emergency and should be a case by case basis.

3 Government-Furnished Property/Equipment: Does the Government furnish rescue equipment (rescue tubes, backboards, first aid supplies, AEDs), pool vacuuming equipment, or chemical testing kits, or is the contractor required to supply all such equipment?

A GFP/GFE list, if available

GFE items are listed in Attachment 1, Performance Work Statement, Part 3.

4 Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with

This is a new requirement.

their award number or even if the customer bought similar services in the past.

5 Is the manager required to work the entirety of the day from 0530- 1830?

That is up to the company and their technical approach. We require the minimum number of employees with required breaks, etc. during hours of operation.

6 With a request minimum 3 lifeguards, are all required to be in stand and have someone break them, or can they go down to 2 lifeguards while one is on break?

We require the minimum number of employees with required breaks, etc.

during hours of operation. The minimum requirement is found in DAFI 34-101 and DAFMAN 48-143.

7 Is there a SCA Labor Category for “Aquatics Manager?"

The selected category is dependent on the offeror’s interpretation and selection. However, for any wage adjustments upon anniversary review, the selection must be made known to the contracting officer.

8 What is the typical patron use of the pool day to day? This pool is strictly aerobic exercise use. Therefore, patronage is limited and varies depending on interest. Additionally, an estimation of annual hours is provided in Attachment 1, Performance Work Statement, Technical Exhibit 3, page 16.

9 Who is the current or previous incumbent? This is a new requirement.

10 What is the current or previous contract number? As this is a new requirement there is no current or previous contract number.

11 What is the current or previous value of the contract? As this is a new requirement there is no current or previous contract value.

12 Base Access / DBIDS Processing Timeline: Given the anticipated award date and the performance start date of 05 October 2026, what is the expected processing timeline for DBIDS or CAC credentialing for newly awarded contractor personnel? We want to ensure our staffing plan and onboarding schedule realistically account for base access processing time between award and the required start of performance.

DBIDS credentials can be completed within a few business days. Once contract is awarded, the COR can begin the credentialling process.

13 Facility Status: Is the Kirtland Aquatic Center currently in operation and staffed under an existing contract, or is this a new facility opening as of the 05 October 2026 performance start date? If services are currently being provided by an incumbent, could you confirm whether any transition or phase-in period is anticipated or required?

The facility is an old facility but is only currently used for pararescue training.

Pararescue training will continue after award of contract and will provide a schedule to contractor.

14 The SOW describes the operating hours as 0530 to 1830 Mon-Fri but does not describe any requirements for opening or closing duties required before and after these hours.

Based on the water quality testing requirements prior to opening under DAFMAN 48-143, I presume it would be required that the lifeguard staff arrive 30 minutes prior to open and leave up to 30 minutes after close to complete the checklists and cleaning requirements listed in the SOW. However, the estimated workload data included doesn't seem to corroborate this, so I want to get clarification so that we can accurately draft a quote.

Yes, opening procedure will need to be conducted prior to opening and closing procedures after closing. SOW will be adjusted to accurately clarify opening and closing requirements.

15 Based on the posted contract start date of October 5th, I wanted to get clarification on the contractor's responsibilities during this 30-day period. I see that all orientations, verifications, preparations, etc. are to be completed during this period. Is it correct that the contractor's responsibilities to operate the pool would then not begin until November 4th, or is management of operations required during that 30-day phase-in period as well?

Correct, the target opening date to the public is 4 Nov to allow the 30-day period all orientations, verifications, preparations, inspections etc.

16 Whether an expedited facility visit can be authorized before our pricing is finalized

The earliest available date/time

The required visitor sponsorship, Visitor Control Center, identification, or other access steps for these three visitors

Whether any visitor information should be submitted

Physical site visit is possible as early as 14 Sep. Time is flexible

Visitor can be signed in at the gate the day of, no early information request required.

to you or another authorized Kirtland AFB point of contact.

If a physical visit cannot be accommodated, please let us know whether the Government can provide written clarification, photographs, facility layout information, or another method to confirm the pricing-sensitive conditions of the pool and support spaces

17 PWS paragraph 1.5.16 requires a 30-day phase-in period prior to the start of full performance so the incoming contractor can obtain Kirtland AFB credentials, finalize recruitment, verify certifications, and orient the Aquatics Manager. The pricing schedule currently shows the base period beginning October 5, 2026, while quotes are due September 19, 2026.

Please clarify whether the Government intends to provide a full 30-day phase-in after award, with the full-performance date adjusted accordingly, or whether October 5 remains the required full-performance start date with a shorter transition period. This affects our staffing availability, certification onboarding, and base-access assumptions.

30-day phase in period will be honored, with expectation that the pool will open to the public 1st week of November. The performance date will be adjusted.
