About this opportunity
The Department of the Navy's Naval Supply Systems Command is seeking lifecycle maintenance services for ten naval vessels and cradles through solicitation N4523A25Q1101. The procurement covers six 33-foot Patrol Boats (33PB), two 33-foot Harbor Security vessels (33HS), and two 64-foot Patrol Boat cradles that require comprehensive maintenance including washing, cleaning, anti-fouling paint application, and specialized coating services. Contractors must demonstrate technical capability, past performance with similar vessel maintenance, adequate facility capacity for safely docking and maintaining aluminum monohull vessels, and must develop a Government Property Management Plan. The selection process uses Lowest Price Technically Acceptable (LPTA) evaluation criteria, assessing offerors on technical qualifications, past performance, facility capabilities, and pricing. Interested parties must submit quotes by 11:00 AM PDT on July 2, 2025, with technical drawings and references available through a secure DoD file transfer system upon request to specified Navy contacts.
This opportunity is designated as a 100% small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The individual vessels are valued between $500,000 to $1,200,000 each based on the government furnished property attachment, with cradles valued at approximately $2,000 each. The contract establishes a 12-month performance period from award date, with each vessel requiring an estimated 21 calendar days of maintenance work. All work must be performed at the contractor's facility located within the defined Puget Sound region, specifically the West Coast area from Olympia, Washington extending northward to Bellingham, Washington. The government will provide transportation services to deliver vessels and cradles to the selected contractor's facility, and contractors may need to obtain security badges for potential ship-check visits to NBK Bangor during the procurement process.
