Piping ends shall be covered with appropriate covers to prevent system contamination. Open areas in structure shall be covered to prevent water entry. Water shall not be allowed to accumulate in the hull or structure during work performance. Measures shall be taken to prevent corrosion and deterioration of the vessel and all associated components. Tanks and voids opened shall be clean, dry, and pass Government inspection prior to being closed. Each vessel shall be free of visual contaminants such as oxide films, oils, grease, dust, dirt, or foreign material with all preservation coatings fully cured prior to final delivery to the Government.
1.14 Workmanship: Workmanship provided by Contractor employees shall be consistent with the highest standards and practices as specified by Table 1. The Government reserves the right to accept or reject material and workmanship nonconformance. Noncompliance with Contractor’s quality control processes will influence past performance rating provided on contract evaluation. 1.15 Interferences: Contractor pricing offered shall include removal and re-installation of all interferences associated with performance of the required work. The fact that interference is not shown on a plan or specifically identified in the specification item is not justification for a contract change. A physical check of each work site prior to bid submittal is strongly encouraged.
1.16 Safety Requirements: Comply with the requirements, procedures and best practices as specified by Table 1 References, state and local laws, rules, and ordinances during contract performance.
1.16.1 General: The Contractor shall be responsible for the compliance of the above requirements by all subcontractor personnel performing work related to this contract. In cases of conflict between the above regulations, the stricter of the requirements shall take precedence.

Unless otherwise directed by the NBK Port Ops TPOC or COR, the labels will be installed in the same location using weather resistant adhesive and sealed to exclude moisture between the plate and the mounting surface. Label plates which are mounted with screws will use materials specified in Paragraph
3.13 and sealed to exclude moisture between the plate and the mounting surface. Test label plates shall be attached on or adjacent to all equipment or components tested without interference to equipment or component operation. The label shall identify the equipment or component, the test load, the dynamic and static load (if applicable), the rated load, the date of testing, and the activity performing the test, using the layout specified by the NBK Port Ops TPOC or COR.

Appendix A: 33PB and 33HS Hull Maintenance Appendix B: 64PB Cradle Coating
3.1 General Work Requirements: The work described below applies to all vessels, and 64PB cradle components that are covered by this contract. All vessel hulls are composed of Aluminum. 5086 Aluminum will be used in any repair work.
Ship Check (Paragraph 3.2) Transportation, Delivery and Recovery (Paragraph 3.3) Haul-Out and Launch (Paragraph 3.4) Pre-Blocking (Paragraph 3.5) Blocking (Paragraph 3.6) Post-Blocking (Paragraph 3.7) Unblocking (Paragraph 3.8) Work Preparation (Paragraph 3.9) Removals and Re-Installation (Paragraph 3.10)
Engines (Paragraph 3.11) Preservation and Painting (Paragraph 3.12) Hardware (Paragraph 3.13) Cleanliness and Preparation for Transportation (Paragraph 3.14)
3.2 Ship Check: The Government will provide a ship-check at NBK Bangor, for prospective Contractors to evaluate the work to be performed and to develop and provide accurate proposals to the Government. The Contractor's failure to provide an accurate proposal based on their failure to attend the ship-check will not be grounds for a modification of this contract.
The Contractor’s failure to provide an accurate proposal based on their failure to accurately estimate the cost of tasks applied to Government furnished equipment (Paragraph 4.3) exhibited by the Government during the ship-check will not be grounds for a modification of this contract. The Contractor will be required to acquire a Government access badge for NBK Bangor. The point of contact for this badge is John Annonen; Phone: (360) 564-2031; Cell Phone: (360) 516-0014; Email: John.Annonen@swfpac.navy.mil.
3.3 Transportation, Delivery and Recovery: The Government will transport each vessel from Naval Base Kitsap (NBK) Bangor in Silverdale, WA to the Contractor’s faclitity. Upon completion of all work, the Government will transport each vessel to NBK Bangor in Silverdale, WA. The Government will provide all materials, labor, and insurance bonds necessary for the safe transport of the vessel to and from the Contractor’s facility. Vessels will be delivered one at a time, via government furnished ground transportation services.
3.3.1 The Contractor and the COR will schedule vessel delivery and pick-up no less than two (2) weeks prior to vessel delivery and pick-up. This is the minimum time needed for the COR to coordinate Government provided equipment, and transporation services.
3.3.2 33PB and 33HS hulls will be power washed by the Government prior to transport and delivery. This power wash will be performed to prepare the vessel for transport, not a Government hull inspection.
3.3.3 The Contractor and COR will coordinate delivery of vessels and cradles.
3.3.4 The Contractor and COR will coordinate recovery of vessels and cradles.
3.3.5 If vessels are transported on their trailers, the Contractor will unload each boat from it’s trailer and block in preparation for work prescribed by this Contract.
