About this opportunity
The Department of the Army National Guard seeks replacement of inoperable condensing units and servicing of air handling units at the Lieutenant Colonel Lionel A. Jackson Readiness Center on St. Croix, U.S. Virgin Islands, with quotes due September 22, 2026 at noon. The procurement is set aside for Women-Owned Small Business (WOSB) concerns and falls below the Simplified Acquisition Threshold.
Place of performance is St. Croix, USVI at Estate Bethlehem Military Compound. The scope includes removal and disposal of existing condensing units, installation of new units with anti-corrosive coating compatible with existing air handling systems, connection of refrigerant and electrical lines, and full servicing of air handling units including filter replacement, condensate line cleaning, motor lubrication, belt adjustment, refrigerant leak detection and repair, and system balancing. Work must be completed within 90 calendar days of contract award during normal business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m.), with all work performed between October 12 and November 30, 2026.
The requirement covers replacement of 12 condensing units (primarily Trane brand, 2 to 15 tons) with one Gree unit. NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); PSC code is J041. All work is firm fixed-price across seven line items.
Contractor personnel must be U.S. citizens or legally authorized to work in the U.S., pass criminal history checks, and complete AT Level I Awareness, iWatch Program, and OPSEC training within 15 days of award. Technical proposals are limited to 10 pages (excluding cover page) and must not include pricing. Evaluation weighs technical approach and past performance (within three years) as significantly more important than price; non-price factors combined are more important than price. Marginal or unsuccessful CPARS ratings render proposals unacceptable. Invoicing is submitted through Wide Area Workflow (WAWF) after final acceptance.
