About this file
This is an Informal Justification and Approval (J&A) Memorandum for a simplified acquisition procurement by the Virgin Islands Army National Guard (VIARNG).
The VIARNG is procuring heating, ventilation, and air conditioning (HVAC) condenser units to replace inoperable condensing units at the Lieutenant Colonel Lionel A. Jackson (LTC LAJ) Readiness Center. The procurement is set-aside for small business and falls below the Simplified Acquisition Threshold (SAT), with an estimated value that is redacted in the document. The Purchase Requisition Number is W9127P26QA038. The current condensing units have deteriorated and require replacement to provide climate-controlled environments for soldiers, government employees, and visiting personnel. Market research identified Bonderite, Trane & Gree, or similar brands as the only responsible source. The justification cites three primary factors: compatibility and integration with proprietary rapid-connect manifolds and existing digital control architecture; technical constraints requiring extensive redesign of piping, framing, and software if alternative manufacturers were used; and cost and schedule impact, with modifications potentially delaying the project 2-3 months and incurring additional engineering labor costs. The Contracting Officer determined the anticipated price is fair and reasonable based on comparison to published commercial price lists for similar educational/research setups, historical data on previous lab hardware purchases, and an 8% educational/government research discount applied by the vendor. The memorandum was prepared by Dr. Paul Sindze, Contract Specialist, and approved by Ms. Elizabeth R. Henderson, Contracting Officer, both on 16 September 2026.

MEMORANDUM FOR THE RECORD
SUBJECT: Informal Justification and Approval (J&A) Memorandum or Determination and Findings (D&F) for purchasing a condenser priced under the Simplified Acquisition Threshold (SAT), Set-aside for Small Business.
PROJECT / REQUIREMENT: Lieutenant Colonel Lionel A. Jackson (LTC LAJ) Condensers Replacement
ESTIMATED VALUE:
PURCHASE REQUISITION NO: W9127P26QA038
1. Background & Description of Requirement The Virgin Islands Army National Guard (VIARNG) has a requirement to procure heating, ventilation, and air conditioning (HVAC) systems to support operational readiness, occupant comfort and equipment protection across multiple buildings and facilities. The current project is initiated to replace the inoperable condensing units and restore environmentally controlled air to the facility. The condensing units at the LTC Lionel A. Jackson (LTC LAJ) Readiness Center were installed several years ago and have fallen into disrepair. The systems must be replaced in order to provide a climate-controlled environment for soldiers, government employees, and other visiting personnel of the facility.
The estimated total cost of this procurement is which is below the Simplified Acquisition Threshold (SAT).
2. Identification of the Brand Name or Similar Provider Market research indicates that the required item is available from only one responsible source:
Vendor: Bonderite, Trane & Gree, or similar.
3. Nature of the Acquisition & Justification
A brand-name justification is encouraged but not required:
Compatibility & Integration: The Bonderite, Trane & Gree is the preferred condenser (current condensers) unit on the market engineered with proprietary rapid-connect manifolds that precisely match the spatial constraints and digital control architecture of our current testing apparatus.
Technical Constraints: Procuring a condenser from an alternate manufacturer would require redesigning and rebuilding the surrounding piping, custom framing, and data-logging software interface.
Cost and Schedule Impact: Modifying the existing system to accommodate an alternative brand may introduce extra cost in engineering labor and delay the project timeline by approximately 2 to 3 months, resulting in unacceptable schedule slippage for project milestones.
4. Market Research Market research was conducted by reviewing current commercial catalogs, attending industry trade exhibitions, and consulting engineering personnel. While other manufacturers produce similar-purpose laboratory condensers, some may meet the precise physical dimensions, automated pressure-regulation tolerances, and software communication protocols required for this application.
5. Determination of Price Reasonableness The Contracting Officer / Buyer has determined that the anticipated price of is fair and reasonable based on:
Commercial Pricing: Comparison against published commercial price lists provided by the vendor for similar educational/research setups.
Historical Data: Evaluation of previous purchases of similar lab hardware components.
Discount Application: The vendor has applied for an educational/government research discount of 8% off standard list price.
6. Buyer / Technical Certification I hereby certify that the above justification is accurate and complete to the best of my knowledge and belief, and that the brand name or similar nature of this purchase is driven by operational and technical requirements.
