About this opportunity
The Library of Congress is seeking a food service contractor to operate comprehensive food service operations across multiple buildings on its Capitol Hill campus in Washington, DC. This Request for Proposal (RFP) 030ADV26R0002 encompasses the management and operation of dining facilities serving approximately 1.9 million annual visitors and 3,300 staff members. Key contract requirements include providing diverse, on-trend menu offerings at competitive prices with emphasis on fresh, healthy, and locally-sourced items; maintaining a 20% staff discount program; ensuring full compliance with federal, state, and local health and safety regulations; and establishing a 1.5% commission reserve account from gross sales for Library-directed improvements. The Contractor will be responsible for all food procurement, equipment beyond government-provided items, staffing, training, sanitation, pest management, and environmental sustainability initiatives. Evaluation will be conducted using a best-value trade-off approach based on the Management Plan and Key Personnel (weighted as most important), Past Performance, and Price. The proposal deadline is February 24, 2026 at 1:00 PM Eastern Time, with a pre-proposal site visit having been conducted on December 18, 2025.
This is an unrestricted procurement with no set-aside designation, though Amendment 0002 removed an initial Randolph-Sheppard Act certification requirement after no RSA-certified providers submitted proposals. The current food service operations generate approximately $300,000 in monthly gross sales, though the incumbent contractor's specific menu, pricing, and operational details will not be disclosed due to proprietary concerns. The contract is structured as a no-cost arrangement with a base performance period running from March 31, 2026 through March 30, 2029, followed by four optional one-year extension periods extending through March 30, 2041. The Contractor will operate as a profit-and-loss account where revenue from sales covers all operational expenses, with no government funding provided for facility renovations or upgrades. The food service operations will be located across the Thomas Jefferson Building, John Adams Building, and James Madison Memorial Building in Washington, DC, with existing equipment inventories provided but all small wares, point-of-sale systems, and card readers belonging to the incumbent contractor and subject to removal.
