About this file

This file is a Questions and Answers (Q&A) document for a Library of Congress Food Service Operations solicitation (Solicitation Number: 030ADV26R0002). The solicitation seeks a food service provider to operate multiple dining locations, with a primary consideration under the Randolph-Sheppard Act to prioritize vendors employing blind and physically handicapped individuals. Key details include monthly gross sales of approximately $300,000, no government-provided funding for facility renovations, and an expectation that the contractor will cover all operational costs while using Library-provided locations at no charge. The current pest control provider is REESOURCE PEST INC, with an annual cost of $32,781.00, and existing digital menu boards will remain in place for the new contractor's use.

The solicitation is issued on an unrestricted basis without socioeconomic status preferences, though compliance with the Randolph-Sheppard Act is mandatory. Prospective contractors should note that catering services are not part of this current solicitation, and the Library anticipates a separate competitive solicitation for vending services. The contract requires the selected vendor to create a reserve account from gross sales to support future renovations, and the Library expects to make a single award covering all specified locations. Interested offerors may submit proposals before the specified due date, with the understanding that the Library will pursue alternative acquisition strategies if no qualified Randolph-Sheppard Act providers respond.

Questions and Answers - Release 1
Q #Contractor QuestionGovernment Response
1Please provide the current menu/price list/portion guide for all retail outlets.Due to the proprietary nature of the incumbent contractor's pricing, the Library is not authorized to release this information.
2Please provide the amount of revenue from public vs. staff.Monthly gross sales, for all locations, are approximately $300,000.00. The relative percent of public versus staff is not readily available.
3Pest Management 3.12 – is current provider meeting the needs/expectations of the LOC?
- Please provide the name of the current Pest Management company and annual cost. The current provider for Pest Control services to the Library of Congress does not provide services to the food service areas of the LOC. The the awardee resulting from this solicitation will be required to maintain pest control for the food service spaces.

The current pest control company, REESOURCE PEST INC, is otherwise meeting the Library's needs/expectations at an annual cost of $32,781.00.

4Are there any current food service employees the LOC would request the new provider to retain and offer employment? If yes, please provide location, schedule and wage details. The government must remain neutral and cannot advise on retention nor transfer of employees that may affect the incumbent contractor's business operations. Transfer of employees from the incumbent contractor to a successor contractor would be a matter of negotiation between those parties.
5Section 3.8 discusses The Contractor shall provide a signage plan with their proposal for review and approval – Please clarify if the current digital menu boards will remain with the LOC or will they be removed by the current contractor? The existing message boards within the Madison Café will remain in place, and will be available for the selected contractor to use.
6Please provide floor plans/drawings of all current food locationsSee PDF file attached with the solicitation amendment.
7Please provide a list of all equipment and small wares that are currently on site and will be removed by the current contractorPlease see the attached inventory of existing equipment. All existing small wares belong to the current contractor.
8Cash Registers – POS and card readers – please clarify if owned by the LOC or current contractor. All current POS and card readers are owned by the current contractor.
9Facility Renovations and/or upgrades – Will the LOC provide (any or all) funding for the updating or renovation of current dining locations? No funding has been allocated for facility renovation and it is expected that any such costs would be borne by the successful awardee resulting from this solicitation.
10Please provide current vending prices for 2026Since this solicitation does not cover vending services, vending prices will not be furnished to interested offerors at this time. The Library anticipates issuance of a separate, competitive solicitation for vending services at multiple facilities. The anticipated vending solicitation will also be subject to the Randolph Sheppard Act.
11Please provide 24 months of catering revenue, and specify if this is included in the current revenue amounts provided.Since this solicitation does not cover catering services, catering revenue will not be provided.
12Are the LOC current catering needs being met?Current catering needs are fulfilled through the Library's events office via multiple vendors for different events. Future solicitations may be issued for catering services.
13Are there additional catering opportunities? If offerors are interested in future catering opportunities, please provide contact information to the Library contracting officer for any of your company representatives that would like to receive notification of future solicitations for catering opportunities.
14Please share current catering guide and prices.Since this solicitation does not cover catering services, catering guides and prices will not be provided.
15Seeing as to how this is set aside for a small business, is there any way to only take over one location instead of all them?To clarify, the Library of Congress is not subject to the Small Business Act and therefore is not authorized to solicit proposals via total small business set-aside, nor partial small business set-aside. Additionally, the Library anticipates making a single award for all loactions defined in the solicitation.
16Also to clarify this is all to be paid for by the contractor and the government just provides the location at no cost during the longevity of this contract right?Yes. See also, Q9.
17Is there any way to do some kind of revenue share from production where the contractor is able to get an upfront amount of capital to prepare the location for the new management/ change of food provider?See Q9. See also RFP section C.3 where a reserve account is requried to be created from gross sales receipts of the contract awardee. The reserve account would eventually support future renovations or changes but could not be used to reimburse the contractor for renovations completed prior to accumulation of funds in the reserve account.
18Is being a RSA provider a requirement for being the Library of Congress’s food service provider? The Library is required to comply with the Randolph Sheppard Act and first seek contractors that employ blind and physically handicapped individuals. If it turns out that there are not any qualified RSA providers that are interested in this requirement, then the Library would have to consider an alternative acquisition strategy.
19Are we still able to put in a proposal?Offers may be submitted anytime before the due date listed in the sam.gov posting.
20Can you share floorplans?Refer to Q6.
21Can you extend the due date for proposals? At this time the Library does not have a clear indication that qualified RSA providers will be responding to the solicitation. An extension to the due date would therefore delay implementation of an alternative solicitation strategy upon conclusion of the satutorily required RSA notification period in the event that qualified RSA providers do not respond to the solicitation.
