About this file

This is a Questions and Answers document (Release 1, Amendment 2) for the Library of Congress Food Service Operations solicitation 030ADV26R0002. The Q&A addresses inquiries from interested offerors regarding the contract requirements, operational details, and facility conditions for taking over food service operations at multiple locations within the Library of Congress.

Key operational details include monthly gross sales of approximately $300,000 across all locations, with the relative split between public and staff revenue not readily available. The Library will not provide the incumbent contractor's proprietary menu, pricing, or portion guides. The successful contractor must assume all costs for facility renovations or upgrades, as no government funding has been allocated for such improvements. Existing equipment inventory will be provided, but all small wares belong to the incumbent contractor and will be removed. Current point-of-sale systems and card readers are also owned by the incumbent contractor and will not transfer. The contractor must arrange and fund pest control services for food service areas; the current pest control provider (REESOURCE PEST INC) costs $32,781 annually but does not currently service food areas. Amendment 0002 removes the Randolph Sheppard Act (RSA) certification requirement, as no RSA-certified providers submitted proposals. The solicitation covers food service operations only; vending and catering services are excluded and will be subject to separate future solicitations. The Library will make a single award for all locations and expects contractor payment for all operational costs while the government provides facility space at no cost. A reserve account must be created from gross sales receipts to support future renovations or operational changes.

3Pest Management 3.12 – is current provider meeting the needs/expectations of the LOC?
- Please provide the name of the current Pest Management company and annual cost. The current provider for Pest Control services to the Library of Congress does not provide services to the food service areas of the LOC. The the awardee resulting from this solicitation will be required to maintain pest control for the food service spaces.

The current pest control company, REESOURCE PEST INC, is otherwise meeting the Library's needs/expectations at an annual cost of $32,781.00.

4Are there any current food service employees the LOC would request the new provider to retain and offer employment? If yes, please provide location, schedule and wage details. The government must remain neutral and cannot advise on retention nor transfer of employees that may affect the incumbent contractor's business operations. Transfer of employees from the incumbent contractor to a successor contractor would be a matter of negotiation between those parties.
5Section 3.8 discusses The Contractor shall provide a signage plan with their proposal for review and approval – Please clarify if the current digital menu boards will remain with the LOC or will they be removed by the current contractor? The existing message boards within the Madison Café will remain in place, and will be available for the selected contractor to use.
6Please provide floor plans/drawings of all current food locationsSee PDF file attached with the solicitation amendment.

The Library anticipates issuance of a separate, competitive solicitation for vending services at multiple facilities. 15Seeing as to how this is set aside for a small business, is there any way to only take over one location instead of all them?To clarify, the Library of Congress is not subject to the Small Business Act and therefore is not authorized to solicit proposals via total small business set-aside, nor partial small business set-aside. Additionally, the Library anticipates making a single award for all loactions defined in the solicitation.
16Also to clarify this is all to be paid for by the contractor and the government just provides the location at no cost during the longevity of this contract right?Yes. See also, Q9.
17Is there any way to do some kind of revenue share from production where the contractor is able to get an upfront amount of capital to prepare the location for the new management/ change of food provider?See Q9. See also RFP section C.3 where a reserve account is requried to be created from gross sales receipts of the contract awardee. The reserve account would eventually support future renovations or changes but could not be used to reimburse the contractor for renovations completed prior to accumulation of funds in the reserve account.
18Is being a RSA provider a requirement for being the Library of Congress’s food service provider?Since no offers were submitted by RSA providers in response to the solicitation, amendment 0002 is being issued to remove RSA certification.Updated as of amendment 0002
