About this opportunity

The U.S. Army Corps of Engineers, Omaha District is soliciting proposals for responsible party oversight, feasibility study completion, proposed plan development, and record of decision preparation for the Libby Asbestos Superfund Site, Operable Unit 3 in Libby, Montana. The solicitation seeks to address contamination from Libby amphibole (LA) asbestos resulting from historic vermiculite mining operations that has affected soil, vegetation, water, and residents in the surrounding community. Key contract requirements include comprehensive project management, technical oversight of potentially responsible party (PRP) activities, interagency coordination across a 90-day iterative comment process, facilitation of two 3-day workshops, approximately six site visits for engineering evaluation, and compliance with CERCLA, SARA, and RCRA regulations. The government will evaluate proposals using a best value tradeoff approach based on four factors in descending order of importance: resumes of key management personnel, past performance on similar CERCLA Superfund Site projects, organizational chart and management approach, and small business participation commitment, with cost evaluated for reasonableness and realism but not scored. All factors other than cost are significantly more important than price, and the government reserves the right to make award without discussions or to conduct discussions with competitive range offerors. Proposals are due by February 23, 2026 at 12:00 PM local time, and technical inquiries must be submitted through the ProjNet Bidder Inquiry system no later than ten calendar days before the proposal deadline.

This solicitation is unrestricted with no small business set-aside, though offerors must demonstrate a minimum 35 percent small business utilization commitment. The contract is structured as a Cost-Plus-Fixed-Fee arrangement with a three-year period of performance beginning upon award (March 16, 2026 to March 15, 2029), and all costs will be tracked for future recovery from the PRP, W.R. Grace. The cost proposal spreadsheet template demonstrates estimated costs totaling approximately $110,472.48 as an example, but no specific budget ceiling or award value is stated in the solicitation. Key personnel requirements include a CERCLA Feasibility Study Subject Matter Expert with a minimum of ten years' experience, a Senior Risk Assessor with a minimum of eight years' asbestos-specific experience, and a Project Manager with a minimum of three years' project management experience, all of whom must be identified in submitted resumes. The contract includes five line items: two base tasks covering management and responsible party oversight, and three optional tasks addressing proposed plan and record of decision development, feasibility study finalization, and wildfire response sampling if a qualifying fire occurs within the operable unit. The place of performance is Libby, Montana (59923), with work executed on behalf of EPA Region 8 and subject to prevailing wage requirements under the Service Contract Act.

**AMENDMENT 0001 issued 2/18/2026 to incoporate the revised Performance Work Statement (PWS) dated 17 February 2026.

The U.S. Army Corps of Engineers, Omaha District is issuing a solicitation for the Responsible Party Oversight, Feasibility Study and Record of Decision, Libby Superfund Site, Libby, Montana. This solicitation is Unrestricted under North American Industry Classification System (NAICS) code 562910.

PROJECT LOCATION AND DESCRIPTION:

The solicitation will be executed using a Cost-Plus-Fixed-Fee pricing arrangement.

Libby is a community in northwestern Montana that is located near a large open-pit vermiculite mine (Operable Unit [OU3). Vermiculite from the mine at Libby is known to be contaminated with amphibole asbestos (tremolite-actinolite series). For the purposes of Environmental Protection Agency (EPA) investigations, this is referred to as Libby amphibole (LA) asbestos. Studies performed at OU3 have detected LA in soil, tree bark, and duff (i.e., organic litter and debris on the forest floor) in the forested areas within the current OU3 boundary and investigations have also shown LA is present in the Rainy Creek watershed. The EPA risk assessment has identified risk drivers for OU3 and a Risk Management Strategy has been developed for the site. Since 2016, the EPA has been gathering data and resolving assumptions with the Potentially Responsible Party (PRP) to move forward with evaluation of different treatment technologies to reduce exposures to LA in dirt, duff, water, sediment, and mine waste in a Feasibility Study. Since higher exposures to LA have been seen during wildfire suppression and mop up activities, the EPA also works closely with the US Forest Service, PRP, state and local partners and other stakeholders to prepare for and prevent wildfires.

The considered effort for this solicitation would be to provide responsible party oversight for completion of a PRP-led Feasibility Study and complete a Proposed Plan and Record of Decision on behalf of EPA Region 8. The Feasibility Study effort will use data previously collected to complete a detailed and complex analysis of the information produced by the PRP for identification and screening of technologies; process option evaluation; and development, screening, and detailed analysis of alternatives including cost estimating. After the Feasibility Study is released and public comment has been considered, the EPA and its partners will select a remedy for OU3.  The Proposed Plan and Record of Decision will document the remedy selection.

PROJECT PERIOD OF PERFORMANCE: 36 months from date of award.

Note: Please be advised that an online registration requirement in System for Award Management (SAM) database http://www.sam.gov/ exists and directed solicitation provisions concerning electronic annual Representations and Certifications on SAM. Representations and certifications are required to be up-dated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of submission or update to SAM.
