All proposals must be submitted electronically in Adobe PDF format in two separate volumes: Volume I (Technical Proposal and Past Performance Information) and Volume II (Cost Information and Representations, Certifications, and Other Statements of Offerors). Proposals shall not be publicly opened and must be sufficiently detailed to permit effective evaluation. The contracting officer has determined adequate price competition exists, so no additional cost information or FAR 15.406-2 certification will initially be required unless competition status changes. Technical inquiries must be submitted via the ProjNet Bidder Inquiry system no later than ten calendar days before the proposal deadline using Project ID 405064 and Quick Add Key GVYZ33-34GDXH.
Volume I must include: (1) resumes of three key personnel (maximum 6 pages total)—a CERCLA Feasibility Study Subject Matter Expert/Senior Engineer, a Senior Risk Assessor or Subject Matter Expert, and a Project Manager; (2) past performance from three completed projects demonstrating experience with Potentially Responsible Party oversight at CERCLA Superfund Sites and EPA coordination, with at least one federal government project and one cost-plus fixed fee contract (7 pages maximum for narratives, plus unlimited CPARS and PPQ documentation); (3) an organizational chart and management approach narrative (2 pages for chart, 8 pages for narrative); and (4) a Small Business Participation Commitment Document (20 pages maximum) addressing planned small business utilization at a minimum of 35 percent and demonstrating commitment to all federally designated small business categories. Volume II must include the completed SF 33 form, representations and certifications per FAR 4.1102 (with all offerors registered in SAM), a completed cost proposal spreadsheet in native file format with all required cost details and markups, evidence of an adequate cost accounting system (via DCAA/DCMA letter, CPA audit, or DCAA pre-award survey checklist), contractual arrangements documentation (including team agreements or joint venture documentation with DUNS numbers and SAM registration), and a subcontracting plan for other-than-small-business offerors meeting FAR 52.219-9 and DFARS 252.219-7003 requirements. All proposals must adhere to strict page limitations (Volume I limited to specified pages per factor, with excess pages not reviewed), use 10-point or larger proportional fonts with 0.5-inch margins, and be submitted to specified email addresses with file size not exceeding 35MB.
