About this opportunity
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), a component of the Department of the Navy Naval Sea Systems Command, is soliciting proposals for the procurement of a lithium-ion battery system with associated charging station and certification support services. The requirement includes three contract line items: services to support US Navy battery certification (Time and Material basis, 40 hours not-to-exceed), one lithium-ion battery (Firm Fixed Price), and one charging station (Firm Fixed Price). Key requirements include a 45Vdc battery with minimum 22 kWh capacity, 6,000-meter depth rating, operating temperature range of -5°C to 35°C, and dimensions of approximately 300mm x 300mm x 1500mm with maximum weight of 175 kg. The charging station must be compatible with either 60 Hz single-phase 115 Vac or three-phase 240 Vac Delta-configured power for use on ocean-going research vessels. Award will be made on a lowest price technically acceptable (LPTA) basis, and the solicitation closing date is January 28, 2026, at 2:00 PM Eastern Time, with quotes to be submitted to Teresa Michael at teresa.m.michael2.civ@us.navy.mil.
This is a 100% small business set-aside under NAICS code 335910 (Battery Manufacturing) with a small business size standard of 1,250 employees. No incumbent contractor information is identified in the solicitation documents. The anticipated award value is not explicitly stated in the documents, though delivery of the battery and charging station is contingent upon Government approval and US Navy Lithium Battery certification, with anticipated delivery between July 1, 2026, and December 31, 2026. Contractors must be actively registered in the System for Award Management (SAM) prior to award and are required to provide detailed technical specifications for both the battery and charging station. Place of performance is Newport, Rhode Island, with FOB destination delivery to NUWCDIVNPT, and all items must be new products sourced from the United States, with no drop shipping or gray market items permitted.
