About this file
This document is a Lithium Battery Safety Certification Program (LBSP) Safety Data Package template for the U.S. Navy and Marine Corps. The document provides a comprehensive framework for submitting detailed safety information about lithium batteries used in Navy facilities, ships, and aircraft. It requires manufacturers to provide extensive technical documentation including battery cell and pack design data, system descriptions, concept of operations, logistics information, maintenance procedures, and safety testing results.
The template mandates detailed information across nine key sections, covering aspects such as battery electrical characteristics, failure modes, installation details, transportation and storage methods, charging procedures, firefighting protocols, and system safety program results. Specifically, for systems deployed on Naval ships and submarines, additional documentation is required, including ship integration information, emergency response plans, and a draft Hazard Assessment Report. The goal is to ensure comprehensive safety evaluation of lithium batteries across primary, secondary, thermal, and reserve battery types before their use or transport on Navy platforms.

Lithium Battery Safety Certification Program (LBSP)
Safety Data Package
1. BACKGROUND: NAVSEAINST 9310.1C requires all Navy and Marine Corps activities to obtain lithium battery safety certification for all lithium batteries prior to use or transport on Navy facilities, ships and aircrafts, regardless of source. Material to which this instruction applies includes all primary (non-rechargeable) and secondary (rechargeable), active, thermal and reserve lithium batteries, and all equipment powered by lithium electrochemical power sources.
The lithium battery safety certification process is defined by NAVSEA Technical Publication S9310-AQ-SAF-010 Rev 3 of 3 Nov 2020. Exceptions to testing, review and certification requirements, and best practices are discussed in S9310.
2. PURPOSE. The purpose of the safety data package is to provide the LBSP Technical Agents the relevant technical and safety information for the battery cell, battery pack, and system to support a safety evaluation of the lithium battery. Additional information required are: concept of operations (CONOPS), stowage and use logistics, and sparing plan. For systems going aboard Naval ships and submarines for transportation and/or deployment, specific ship’s integration information is required to support NAVSEA 05 technical reviews. This safety evaluation is a system-of-system safety review; therefore, it is important to understand the environment and condition in which the battery is used to assess the impact to the facility, platform (s) and neighboring systems. This SDP shall be submitted as an enclosure to the lithium battery safety certification request letter. (Words in italics are to be modified or deleted).
