About this opportunity
The Department of Health and Human Services, on behalf of the National Cancer Institute's Laboratory of Human Carcinogenesis, seeks a sole-source purchase of one LI-COR Biotech Odyssey M Chemi/Fluor Imaging Bundle Standard imaging system, with proposals due June 9 and questions addressed through Amendment 1 posted June 5. This is a non-competitive acquisition under FAR Parts 12 and 13, justified on a brand-name basis as LI-COR Biotech, LLC is the only source capable of meeting NCI's technical requirements.
Place of performance is Bethesda, Maryland. The imaging system must replace an outdated protein imager and support ongoing and future intramural research. Required hardware includes four solid-state laser diodes (488, 520, 685, and 785 nm), RGB LEDs for trans and epi illumination, sCMOS fluorescence detection, CCD luminescence detection as optional, a minimum 20,000-hour laser lifetime, dynamic range of 6 or more orders of magnitude, 16-bit floating TIFF output, and accommodation for membranes, multi-well plates, gels, and slides on a sealed flat-bed scanning surface. The system must support 4-color Western blots, In-Gel-Western assays, protein and nucleic acid detection, EMSAs, cell culture quantitation in 6-to-384 well plates, and tissue section analysis at 5-micron resolution.
The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC code is 6640 (Laboratory Equipment and Supplies). Delivery shall occur within 30–45 business days of purchase order award with FOB destination and inside delivery to Building 37, Room 3044, 37 Convent Drive, Bethesda, MD 20892-4258. Installation shall occur within 15 business days thereafter under supervision of an OEM-certified technician. The contractor shall provide one day of onsite training for at least 10 users within 14 business days of installation and unlimited remote training. The contract is Firm Fixed Price with 12-month warranty covering all defects in design, material, or manufacture.

The National Institute of Health, National Cancer Institute/Center for Cancer Research/Laboratory of Human Carcinogenesis requires a new imaging system to replace our old, outdated, and failing protein imager currently in the laboratory branch. This imaging system supports all our on-going and future intramural research projects and initiatives. The Odyssey M is a versatile imaging system with simplified workflows that will be shared lab and division wide. Odyssey M provides a multitude of applications supporting our research projects that include fluorescent and colorimetric Western blots, immunocytochemistry (the In-Cell Western and the On-Cell Western), Enzyme-Linked Immunosorbent Assays, protein and nucleic acid arrays, high-resolution fluorescent and Red/Green/Blue tissue section analysis, fluorescent and colorimetric protein gel detection, nucleic acid detection, and non-isotopic Electrophoretic Mobility Shift Assays.
