About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting maintenance services for Lenel security systems supporting Carrier Strike Group Four's building access and video monitoring infrastructure. The procurement seeks a firm fixed-price contract for comprehensive maintenance support of previously installed security systems, including hardware inspections, software updates, troubleshooting, and repair or replacement services as needed. Contractors must be registered in the System for Award Management (SAM) database, provide 24/7 support capabilities, respond to emergencies within 24 hours, and complete on-site repairs within 4-8 hours. The contractor will be required to perform quarterly planned maintenance inspections and continuity testing of all system components. This solicitation was posted on August 4, 2025, with responses due by August 7, 2025, providing an extremely short response window of only three days.

This procurement does not utilize any set-aside designations and appears to be structured as a sole source award to Signet Technologies Inc., the incumbent contractor who has maintained the command's security systems for the past decade. The total proposed contract value is $193,752.54, with an initial base year cost of $36,742.45 covering the period from September 29, 2025, to September 28, 2026, plus four consecutive 12-month option periods extending through September 28, 2030. The maintenance scope covers extensive security infrastructure including 10 CCTV cameras, 45 proximity card readers, 130 motion detectors, 6 balanced magnetic switches, 2 mag locks, 2 UPS systems, and 16 backup batteries located in Buildings N-23 and N-26. Performance will take place at Naval Station Norfolk, Virginia, where the contractor will maintain access control, intrusion detection, and video management systems for this critical military facility.
