The Department of Agriculture Forest Service seeks installation of an accessible floating dock and kayak launch at Lefferts Pond Recreational Area on the Green Mountain National Forest in Chittenden, Vermont, with quotations due July 6 at 3:00 PM Eastern time. Place of performance is Chittenden, Vermont (Rutland County). The scope includes removal of an existing concrete mat, construction of an aggregate surface trail, installation of bollards and a precast concrete headwall, and delivery and installation of an accessible floating dock with gangway. The work encompasses 13 line items: mobilization, soil erosion control, clearing and grubbing, geotextile separation, foundation fill, riprap installation (two classes), trail surface aggregate, reinforcing steel, precast structural concrete, bollards, and the dock platform with kayak launch and gangway.

The contract is firm fixed price with an estimated magnitude between $25,000 and $100,000. If the award exceeds $35,000, performance and payment bonds are required. Contractor must commence work within 14 calendar days of Notice to Proceed and complete all work within 365 days of Notice to Proceed. Earthwork activities must occur during dry conditions and low water levels; dewatering is permitted only between July 1 and October 1 under a U.S. Army Corps of Engineers general permit. Work is restricted to Monday through Friday without written authorization from the Contracting Officer's Representative for weekend or Federal Holiday work.

Davis-Bacon prevailing wage rates apply to nine classifications, ranging from $14.06/hour (Traffic Control Flagger) to $24.56/hour (Electrician) plus applicable fringes. All contractor personnel must comply with Executive Order 13706 (paid sick leave) and Executive Order 13658 ($13.30 minimum wage). A mandatory site visit was held June 29 at 9:00 AM. The NAICS code is 237990 with a small business size standard of $45,000,000. Award is made to the lowest priced, responsible, responsive quoter with fair and reasonable pricing.
