About this file

This file is a Questions and Answers document for solicitation 12445526Q0066, the Lefferts Pond Accessibility Improvements project issued by the Department of Agriculture Forest Service. Two contractor inquiries received on May 30, 2026, address permit and regulatory requirements for the project scope.

The questions clarify permit obligations for multiple project components including fabrication and installation of precast concrete headwalls, floating docks, kayak launches, gangways, shoreline stabilization with riprap placement, excavation work, and temporary dewatering operations. The Forest Service confirmed that no local or state permits are required beyond those already obtained by the Government, and the Contractor must work in accordance with the USACE Vermont General Permit. This response applies uniformly to all permit-related inquiries regarding dock installation, shoreline work, excavation, and dewatering operations.
