PREFACE

Delete all but the first paragraph and add the following:

The Forest Service, US Department of Agriculture has adopted FP-24 for construction of National Forest System Roads. The Forest Service Supplemental Specifications (FSSS) shall be incorporated in the FP-24. The applicable specifications for the project will be the FP-24 as modified by the FSSS.

Section 101. – TERMS, FORMAT, AND DEFINITIONS Add the following paragraph to Subsection 101.01 Meaning of Terms:

Delete all references to the TAR (Transportation Acquisition Regulations) in the specifications.

Section 101. – TERMS, FORMAT, AND DEFINITIONS Add the following to Subsection 101.03 Abbreviations:

(a) Acronyms.

AGAR — Agriculture Acquisition Regulations AFPA — American Forest and Paper Association FSSS – Forest Service Supplemental Specifications MSHA — Mine Safety and Health Administration NESC — National Electrical Safety Code WCLIB — West Coast Lumber Inspection Bureau

Section 101. – TERMS, FORMAT, AND DEFINITIONS Make the following changes to Subsection 101.04 Definitions:

Delete these definitions and replace with the following:

Bid Schedule — The Schedule of Items.

Bridge — A structure, including supports, erected over a depression or an obstruction such as water along a road, a trail, or a railway and having a deck for carrying traffic or other loads.

Contractor — The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “Purchaser”.

Culvert — Any structure with a bottom, regardless of fill depth, depth of invert burial, or presence of horizontal driving surface, or any bottomless (natural channel) structure with footings that will not have wheel loads in direct contact with the top of the structure.

Drawings —Design sheets or fabrication, erection, or construction details submitted to the CO by the Contractor.

Neat Line — A line defining the proposed or specified limits of an excavation or structure.

Notice to Proceed — (Public Works Contracts) Written notice to the Contractor to begin the contract work. (Timber Contracts) does not apply, replace NTP with Contract Award.

Right-of-Way — A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.

Add the following definitions:

Adjustment in Contract Price — “Equitable adjustment,” as used in the Federal Acquisition Regulations, or “construction cost adjustment,” as used in the Timber Sale Contract, as applicable.

Change — “Change” means “change order” as used in the Federal Acquisition Regulations, or “design change” as used in the Timber Sale Contract.

Forest Service — The United States of America, acting through the Forest Service, U.S. Department of Agriculture.

Forest Service Supplemental Specifications – The Forest Service uses supplemental specifications to modify the FP-24 to meet the agency needs and intents. FSSS revise the FP-24 by adding, deleting, replacing, revising, replacing part of entire sections or subsections or adding new sections to the FP..

Pioneer Road — Temporary construction access built along the route of the project.

Purchaser — The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.

Protected Streamcourse — A drainage shown on the plans or timber sale area map that requires designated mitigation measures.

Road Order — An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.

Utilization Standards — The minimum size and percent soundness of trees described in Public Works contract specifications or Timber Sale and stewardship contract provisions to determine merchantable timber.

Section 102. - BID, AWARD, AND EXECUTION OF CONTRACT Delete Section 102 Bid, Award, and Execution of Contract in its entirety.

Section 103. – SCOPE OF WORK Delete all of Section 103 Scope of Work except Subsection 103.01 Intent of Contract.

Section 104. – CONTROL OF WORK Delete Subsection 104.07 Coordination of Contract Documents.

Section 104. – CONTROL OF WORK Add the following Subsection 104.12 Use of Roads by Contractor:

The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in the Road Order(s) or described in the contract, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.

Section 105. – CONTROL OF MATERIAL Delete second paragraph and subparagraphs (a) and (b) in Subsection 105.05 Use of Material Found in the Work and replace it with the following:

The right to use and process material found in the work excludes the use and processing of material for nongovernment contract work, except for the disposal of waste material. Materials produced or processed from Government lands in excess of the quantities required for performance of this contract are the property of the Government. Place excess material at government-approved agreed to location(s), at no additional cost to government.

Section 106. – ACCEPTANCE OF WORK Delete the 3rd and 4th paragraphs in Subsection 106.01 Conformity with Contract Requirements.

Section 108. - PROSECUTION AND PROGRESS Delete Section 108 Prosecution and Progress in its entirety.

Section 109. - MEASUREMENT AND PAYMENT Delete Subsections 109.06 Pricing and Adjustments, 109.07 Estimated Work, 109.08 Progress Payments, and 109.09 Final Payment.

Section 109. - MEASUREMENT AND PAYMENT Delete Table 109-1 of Subsection 109.01 Measurement of Work and replace with the following:

Section 109. - MEASUREMENT AND PAYMENT Delete Subsection 109.02(c) Measurement Terms and Definitions, Contract quantity and replace with:

(c) Contract quantity. The quantity to be paid is the quantity listed in the bid schedule. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors made in computing this quantity when that error exceeds 15% or more. If there is evidence that a quantity specific as a contract quantity is incorrect by 15% or more, submit calculations, drawings, or other evidence indicating why the quantity is in error and request in writing that the quantity be adjusted.

Section 201. - CLEARING AND GRUBBING Delete Subsection 201.06 Disposal and replace with the following:

201.06 Disposal. Merchantable timber is Government property. Dispose of clearing and grubbing debris according to Subsection 203.07.

Section 203. - REMOVAL OF STRUCTURES AND OBSTRUCTIONS Add the following to Subsection 203.07 Disposing of Material:

Dispose of unsuitable and excess material according to the specified method(s) as follows:

(a) Windrowing Construction Slash. Place construction slash outside the roadway in neat, compacted windrows approximately parallel to and along the toe line of embankment slopes. Do not permit the top of the windrows to extend above subgrade. Use construction equipment to matt down all material in a windrow to form a compact and uniform pile. Construct breaks of at least 15 feet at least every 200 feet in a windrow. Do not place windrows against trees.

(b) Scattering. Scatter construction slash in designated areas without damaging trees. Limb all logs. Place logs and stumps away from trees, positioned so they will not roll, and are not on top of one another. Limb and scatter other construction slash to reduce slash concentrations. When scattering for erosion control, place construction slash as flat as practicable on the completed slope.

(c) Chipping. Use an approved chipping machine to chip slash longer than 3 feet. Deposit chips on embankment slopes or outside the roadway to a loose depth less than 6 inches. Minor amounts of chips or ground woody material may be permitted within the roadway if they are thoroughly mixed with soil and do not form a layer.

(d) Debris Mat. Use tree limbs, tops, cull logs, split stumps, wood chunks, and other debris to form a mat upon which construction equipment is operated. Place stumps upside down and blend stumps into the mat.

(e) Decking. Remove brush from designated log deck areas. Limb and top logs.

Logs not meeting the Utilization Standards described in Subsection 201.04(c) shall be cut to lengths less than (fill-in) feet and decked in designated log deck location.

Merchantable timber not associated with an existing timber sale shall be cut to length meeting the Utilization Standards described in Subsection 201.04(c).

Deck logs so that logs are piled parallel to one another; can be removed by standard log loading equipment; will not damage standing trees; will not interfere with drainage, and will not roll. Keep logs in log decks free of brush and soil.

(f) Removal to designated locations. Remove construction slash to designated locations.

(g) Piling. Pile construction slash in designated areas. Place and construct piles so that if the piles are burned, the burning will not damage remaining trees. Keep piles free of dirt from stumps.

Section 251. – RIPRAP Delete and replace Subsection 251.07 Riprap Gradation with the following:

Size method. For source and production approval, test individual riprap using the size method, by confirming that the largest rocks have an intermediate dimension greater than the upper limit of the D85 size range shown and the smallest accessible rocks have an intermediate dimension within the lower D15 size range as shown in Table 705-1.

Delete “FLH T 521” and “Subsection 251.07(b)” and replace both with “Subsection 251.07” in Table 251-1 Sampling, Testing, and Acceptance Requirements.

Section 705. - ROCK Add the following Class to Table 705-1 in Subsection 705.02 Rock for Riprap:

Section 399 – Trail Surface Aggregate

399.01 Definition.

This section is for the purchase and placement of Trail Surface Aggregate (TSA) for the Green Mountain National Forest. TSA is an aggregate mixture of crushed stone designed specifically as a surface-wearing course for unpaved tails.

399.02 Material.

All Trail Surface Aggregate (TSA) is to be derived from natural stone formations. Stone is defined as rock that has been crushed; rock is defined as consolidated mineral matter. All components of the aggregate mix are to be derived from crushed rock material that meets specifications below for abrasion resistance, pH and freedom from contaminants. Material must meet the following requirements:

1. Gradation: The required sieve sizes and allowed ranges, determined by weight, for TSA components are shown in Table 1.

1. Abrasion Resistance: The loss of mass (LA Abrasion) shall be less than 40%. Determine the resistance to abrasion using the Los Angeles Abrasion test, AASHTO T-96 (ASTM C131).

1. pH: Aggregate shall be in the range of pH 6 to pH 12.45 as measured by EPA 9045C

1. Moisture: Material is to be delivered and placed at optimum moisture content +/- 1% as determined for that particular source. The optimum percentage moisture is to be determined using Proctor Test ASTM D698, Standard.

1. Plasticity: Material shall not exceed a Plasticity Index (PI) of 6. The laboratory test required for these results is ASTM D4318 – Standard Test Method for Liquid Limit, Plastic Limit, and Plasticity Index of Soils.

1. Aggregate: All DSA shall be derived from natural rock formations that meet program specification for abrasion resistance, pH and freedom from contaminants.

1. Fines: The fines passing the #200 sieve must be rock material. No clay or silt soil may be added. Limestone material passing the #200 sieve may be used to make up a deficit in the distribution of sandstone aggregate rock, and vice versa. All added material passing the #200 sieve must be derived from rock material that conforms to program specifications. Lime kiln dust and cement kiln dust may be added to DSA to account for up to 50% of the fines passing the #200 sieve. The amount of particles passing the #200 sieve shall be determined using the washing procedures specified in PTM No. 100.

399.03 Delivery & Placement.

1. Preparation of Base: Base shall be prepared and compacted in accordance to the plans and specifications.

1. Placement: TSA shall be placed and shaped as shown in the plans. Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road. Along curbs, headers, walls, and all places not accessible to the roller, compact the material with approved tampers or compactors. Compact the aggregate using one of the following methods as specified: Operate rollers and compact as specified in Subsection 204.11(a)(1).

399.04 Acceptance.

Acceptance will be evaluated under Subsections 106.02 and 106.04.

399.05 Payment.

The accepted quantities will be paid at the contract price per unit of measurement as listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

Section 646 – Floating Dock, Platform, Kayak Launch, and Gangway

646.01 Definition.

The work covered by this Section shall consist of furnishing materials, labor, and equipment for the construction of the floating dock, platform, kayak launch and gangway in accordance with the requirements of this section and in acceptable conformity with the lines, grades, design, and dimensions shown in the project site plans.

646.02 Material.

See Project Plans for requirements.

646.03 Construction.

In accordance with manufacturer’s specifications and requirements.

646.04 Acceptance.

Acceptance will be evaluated under Subsections 106.02 and 106.04.

646.05 Payment.

The accepted quantities will be paid at the contract price per unit of measurement as listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.
