The Department of Veterans Affairs seeks a construction contractor for decommissioning of its Consolidated Mail Outpatient Pharmacy (CMOP) facility at 5000 S. 13th Street, Leavenworth, Kansas, with proposals due September 23 at 5:00 PM Central and a mandatory site visit on September 17 at 12:00 PM Central. This procurement is a Service-Disabled Veteran-Owned Small Business set-aside with an estimated construction magnitude between $500,000 and $1,000,000. Questions are due September 27.
Place of performance is Leavenworth, Kansas. The 365-calendar-day project requires disassembly and removal of Automated Prescription Fulfillment System equipment, conveyors, electrical systems, pharmaceutical dispensing equipment, office furniture, interior walls, and miscellaneous equipment. The contractor must manage materials through proper packaging, palletization, and inventory documentation per manufacturer requirements to preserve equipment integrity for potential resale or relocation. Special work includes decommissioning a central vacuum system per EPA and Kansas Department of Health and Environment hazardous waste regulations, with dust sampling conducted by a hazardous waste disposal company at contractor expense. The contractor must provide climate-controlled storage of 5,000–10,000 square feet within 25 miles of Shawnee, Kansas for one year, with all lease, utility, and alarm costs included in the firm-fixed-price proposal. Work occurs during normal business hours (Monday–Friday, 7:30 AM–4:00 PM) with Contracting Officer approval required for weekend or non-operating hour work. All contractor personnel require security clearance procedures and badge access.
