1. Can you please advise where the attachments listed un 3.2.3 are located?

Answer: See solicitation amendment. The referenced attachments are included in the revised scope as appendices or as PDF files. DWG files cannot be uploaded onto SAM.GOV and will be provided post award.

2. Could the Contracting Officer please confirm which NAICS code (236210 or 236220) governs this procurement?

Answer: 236220.

4. Does the VA have an estimated timeframe for contract award following the proposal due date?

Answer: On or Before 30 September 2026.

5. Does the VA have an anticipated start date or estimated timeframe for issuance of the Notice to Proceed following award?

Answer: VA anticipates issuing the NTP within 90 days after contract award.

6. Please also confirm what event begins the 365-calendar-day performance period.

Answer: The performance period will begin upon issuance of the NTP. Furthermore, the intent of the scope is for the decommissioning to be completed within 60 days of the NTP. The longer duration is for storage while VA follows federal equipment excessing procedures.

7. Does the VA anticipate that the Leavenworth CMOP will be fully vacated and available to the contractor when decommissioning begins, or should offerors anticipate working around ongoing VA relocation activities or other contractors?

Answer: The building will be available when the NTP is issued. There is a possibility that approximately 20 staff will be working on the west side of the building during decommissioning, but they will not impede the contractor. If staff are in the building, then it will require coordination for shutting down utilities.

8. Section 4.6 of the SOW requires the contractor to provide 5,000–10,000 square feet of off-site storage near the Shawnee CMOP on a month-to-month basis for up to one year. Please clarify when the contractor's “up to one year” storage period begins.

Answer: Upon issuance of the NTP. Also, the language was modified in the scope to the following: The contract is required to provide off-site storage for palletized and non-palletized equipment and material while final disposition is being processed. The contractor shall ensure the off-site space is within 25 miles of the Shawnee CMOP located at 23501 W. 84th Street, Shawnee, KS. The term shall be one-year with early termination rights with a 30-day notice. The quantity of space is a minimum of 5,000 and maximum of 10,000 square feet. It must be temperature controlled with a burglar and fire alarm system, restroom access, and security cameras at the entrance and exit. The contractor is responsible for the lease payment as well as costs for utilities and alarms.

9. Does the one-year period begin when the first Government equipment is placed into off-site storage during the decommissioning work, or does the one-year storage period begin after completion of the onsite decommissioning work?

Answer: The period of performance will begin upon issuance of NTP.

10. Should offerors include the cost of a full 12 months of off-site storage in the base firm-fixed-price proposal, or should storage be separately priced on a monthly basis based on the actual number of months required?

Answer: CLIN structure won’t be separated by vendor’s costs, please include in the base pricing. If modifications are necessary, then those will be addressed during the contract period.

11. The SOW states that any need for storage beyond the one-year period will be the responsibility of the CMOP. Please confirm that the contractor's financial responsibility for the required off-site storage is therefore limited to a maximum of one year.

Answer: Correct, only plan for one year. If modifications to the storage are necessary, then those will be addressed during the contract period.
