The procurement carried a 20-year lease term with a firm commitment period (originally 5 years, amended to 10 years effective January 21, 2026), and the Government retained termination rights after the firm period with 180 days' prior written notice. Place of performance is San Gabriel, California. The NAICS code is 531120, Lessors of Nonresidential Buildings (except Miniwarehouses); PSC is X1AA, Lease/Rental Of Office Buildings.
Required space mandated a modern building with facade of stone, marble, brick, stainless steel, aluminum, or other permanent materials in good condition; 47 surface/outside parking spaces secured and lit per security requirements; and 24/7 HVAC with medical-grade environmental controls. The Government required no structured/inside parking. Anticipated lease commencement was June 1, 2027. The tenant improvement allowance was $450 per ABOA square foot. Building-specific amortized capital pricing was estimated and subject to post-award negotiation. The solicitation mandated Energy Star labeling or commitment to energy efficiency improvements, seismic safety compliance, comprehensive security (FSL Level II), janitorial services per Performance Work Statement, fire protection and life safety evaluation per GSA Form 12000, and infection control risk assessment compliance.
Evaluation used best value tradeoff methodology weighing technical quality, offeror qualifications and past performance, operations and maintenance plan, and socio-economic status. Amendment 1 (January 21, 2026) extended the due date five calendar days and changed the firm lease term from 5 to 10 years. Amendment 2 (June 25, 2026) cancelled the entire solicitation.
