About this opportunity
The United States Embassy in Kenya is seeking health insurance services for its local employees, as detailed in this pre-solicitation notice for a firm fixed price contract. The Department of State will be procuring these services through a solicitation to be posted on SAM.gov, targeting Direct Health and Medical Insurance Carriers (NAICS 524114). All responsible sources may submit proposals, with the government potentially awarding the contract based on initial offers without further discussion. Prospective offerors must be registered in the System for Award Management (SAM) prior to proposal submission, with electronic responses allowed and a maximum file size of 30 MB per email. The current solicitation is not yet ready to be issued, but interested contractors are advised to prepare for the upcoming opportunity with a proposal response deadline of February 5, 2025.
The contract structure includes a base year with potential for four additional one-year option periods, contingent on government exercise. No specific set-aside classifications are indicated for this procurement, meaning all qualified vendors may compete. While specific award value or budget ranges are not disclosed in the pre-solicitation notice, the contract will be subject to the Tax on Certain Foreign Procurements provision (52.229-12). The embassy plans to host a pre-proposal conference, with the specific date to be announced in the full solicitation. The procurement falls under the Government Health Insurance Programs product service code (G007), suggesting a comprehensive health insurance solution for local embassy staff in Kenya. Potential contractors should carefully review the full solicitation when released and ensure complete SAM registration and compliance with all federal acquisition regulations.
