The General Services Administration seeks sealed bids for replacement and modernization of the retractable vehicle bollard system at the Lloyd D. George US Courthouse in Las Vegas, Nevada, with proposals due August 24, 2026. Place of performance is 333 South Las Vegas Boulevard, Las Vegas, Nevada 89101. The contractor must design, furnish, and install a complete four-unit M50-rated automatic retractable electric bollard system with a PLC-based control system integrating existing card readers, traffic signals, photo-eye sensors, and magnetic vehicle sensing loops. All new drive components, structural casings, foundations, and control components are required; refurbishment of existing bollards is prohibited. The system must be certified by the manufacturer as meeting M50 crash rating in its installed configuration and finished in safety yellow to match existing high-visibility color. Contractor personnel must obtain GSA OMA office approval for facility access, ideally acquiring HSPD-12 cards.
The estimated price range is $200,000 to $350,000, with a firm-fixed-price contract type. Period of performance runs September 1, 2026 through December 30, 2026, consisting of 30 calendar days for design submission after Notice to Proceed, 10 calendar days for Government review, variable procurement time based on manufacturer lead times, 90 calendar days for construction, and 30 calendar days for project closeout. A mandatory site walk is scheduled for July 21, 2026 at 11:00 AM PT; contractor registration closed July 20. Pre-bid RFI deadline is July 28. Contractor must maintain secured vehicle access throughout construction with no more than one of two lanes out of service at a time. A bid guarantee of 20 percent of bid price or $3,000,000 (whichever is less) is required, along with performance and payment bonds. Davis-Bacon prevailing wage determination NV20260091 applies. Award will be made to the responsible bidder offering best value based on price, technical approach, and comparable project experience.
