About this file
This is a Pre-Bid Request for Information (RFI) Responses document for GSA Solicitation 47PD5526Q0043 addressing the Lloyd D George US Courthouse bollard replacement project in Las Vegas, Nevada, dated July 30, 2026.
The project requires complete replacement of an existing four-unit electromechanical bollard system with a new M50-rated automatic retractable electric bollard system. The contractor must design, furnish, and install a PLC-based control system integrating card readers, traffic signals, photo-eye sensors, and magnetic vehicle sensing loops with fail-safe operation. All new drive components, structural components, casings, and foundations are required; refurbishment of existing bollards is prohibited. The system will operate on existing 208/120 volt service through variable frequency drives, with the contractor responsible for furnishing necessary transformers, feeders, and circuit protection. The bollard system is standalone and will not connect to building automation systems or federal government networks. Existing serviceable components (traffic signal heads, photo-eye sensors, card readers, and field conduits) will be integrated into the new PLC system, while the guard-booth operator station, exterior control cabinets, and field wiring will be replaced.
The performance period consists of 30 calendar days for design, 10 calendar days for government review of submittals, a variable procurement period based on manufacturer lead times, 90 calendar days for field construction, and 30 calendar days for project closeout. Work must be phased to maintain garage access with no more than one lane closed at any time and at least one secured lane operational throughout construction. The contractor must submit a Schedule of Inspections and Tests within 14 days of Notice to Proceed and conduct a minimum of 30 full raise and lower cycles per bollard during functional testing witnessed by the Contracting Officer's Representative. All bollards must match existing yellow safety coloring with replaced markings and decals. Contractor personnel must obtain GSA OMA office approval and ideally acquire HSPD-12 cards for facility access and escort purposes.

Project: LDG Bollard Replacement Solicitation: 47PD5526Q0043
Pre-Bid RFI Responses Date: 7/30/2026
Question Answer
SOW Section 1.5 states that PLC specifications are included as an addendum; however, no such addendum appears in the solicitation package. Please issue the complete PLC and control-system requirements, including the sequence of operations, I/O list, point-to-point diagrams, fail-safe logic, communications protocol, UPS/battery runtime, and functional acceptance criteria.
The reference in Section 1.5 to a Programmable Logic Controller specification addendum is in error. Section 6 is Not Applicable. This is a performance-based requirement. Per Section 2.1.1, the Contractor shall design, furnish, and install a complete Programmable Logic Controller based control system that operates the four electromechanical bollards and integrates all required inputs, including card readers, traffic signals, photo-eye sensors, and the magnetic vehicle sensing loop, with safety interlocks and fail-safe operation. The Contractor shall submit the sequence of operations, input and output list, wiring diagrams, control logic, communications approach, and backup power provisions as submittals under Section 4.5 for Government acceptance. Brand-name components are "brand name or equal." Functional acceptance is defined by successful demonstration witnessed by the Contracting Officer's Representative under Section 4.9.
SOW Section 1.5 permits refurbishment or replacement of the existing K12 Defense electro-mechanical units and states that the existing bollards appear suitable for repair, while Section 2.1.1 requires a complete four-unit system and new structural bollard components. Please confirm the required bid basis: reuse/refurbishment or complete replacement of the bollard cylinders, drives, structural casings, and foundations. If any existing or mixed-manufacturer components may be reused, please define the condition-assessment criteria and the documentation required to certify the completed assemblies as M50-rated.
Complete replacement is required as outlined in Section 2.1.1. The Contractor shall provide and install a complete, new, four-unit, M50-rated automatic retractable electric bollard system, including all new drive components, structural components, casings, and foundations.
Refurbishment or reuse of existing bollards, drives, casings, or foundations is not part of this project. The completed system shall be certified by the manufacturer as meeting the M50 crash rating in its installed configuration. Operating voltage and electrical service are addressed in the response to Question 4.
Please identify which existing components are to be replaced and which are to remain and be integrated, specifically the guard-booth operator station, traffic signal heads, photo-eye sensors, card readers, exterior control cabinets, field conduits, field wiring, and fixed protective bollards.
The following identifies the intended treatment of existing components.
The Contractor shall field-verify existing conditions and integration requirements during the required site survey (Section 2.2.1 and 2.2.8) and shall notify the COR/PM in writing of any condition that prevents reuse or integration of a component identified below for reuse.
Replace:
Guard-booth operator station (replaced with new PLC/HMI-based control interface) Exterior control cabinets Field wiring associated with the bollard control system In-ground magnetic vehicle sensing loop
Integrate / Reuse if serviceable (integrate into the new PLC system):
Traffic signal heads Photo-eye sensors Card readers (existing facility access-control devices) Field conduits (reuse where serviceable; extend or replace only where inadequate for the new installation)
The SOW requires a 240V single-phase bollard system, while the electrical equipment observed during the site walk appears to be served from 208Y/120V distribution. Please identify the designated source panel and circuit, provide the applicable one-line diagram and panel schedule, and confirm whether a transformer, new feeder/breaker, emergency-power connection, or other electrical-service modification is required.
The bollard system is fed by a 2-pole, 60-ampere breaker from an existing 208/120 volt panel. Power is routed through variable frequency drives at 120 volt, which output reduced voltage (under 120 volt) to the bollards. A formal panel schedule is not available; panel information observed during the site walk is provided in the attached photographs. Offerors shall base their proposals on the information provided and observed during the site walk. The successful Contractor shall confirm voltage, source panel, breaker, and circuit capacity during the post-award site survey under Sections 2.2.1 and 2.2.8, and shall furnish and install any transformers, variable frequency drives, feeders, disconnects, and branch-circuit protection necessary to power the selected equipment from the existing 208/120 volt service. Coordinate the point of connection and any utility outage with the Building Manager per Section 4.2.3. An emergency-power connection is not required unless identified by the Government.
SOW Section 2.15 requires integration of all new equipment into the existing BAS/BMC, while Section 2.16 states that the project is not anticipated to connect to the Federal Government network. Please confirm whether the bollard PLC is required to connect to the BAS/BMC or Building Systems Network. If so, please provide the required points list, communications protocol, network and cybersecurity requirements, and identify the party responsible for programming, graphics, integration, and final commissioning.
The bollard Programmable Logic Controller is a standalone control system and is not required to connect to the building automation system, the building monitoring and control system, or any Federal Government building systems network. Section 2.15 is clarified by amendment to state that building automation integration does not apply to this project, and Section 2.16 governs (no network connection). Accordingly, the network and cybersecurity requirements referenced in Sections 2.3.3, 2.15, and
2.16 do not apply to the bollard control system. A points list, communications protocol for building automation, and graphics are not required. The Contractor is responsible for Programmable Logic Controller and operator-interface programming, local integration of operational inputs, functional testing, and commissioning. Personal identity verification and facility access clearance remain required for facility access.
Please provide the available record drawings and final design requirements for the existing and proposed bollard foundations and structural casings, reinforcement and concrete, underground conduits and utilities, drainage connections, and magnetic-loop locations and dimensions, together with the required limits of pavement removal and restoration. If any of these items are delegated design, please identify the required signed and sealed calculations and submittals.
No record drawings or Government-furnished design documents are available. A stamped or sealed engineered design and separate inspections are not required. The Contractor shall provide a basic diagram showing the bollard system components and their connections, including the bollards, control system, operator interface, power source, variable frequency drives, magnetic vehicle sensing loop, traffic signals, photo-eye sensors, and card readers. Bollard foundations and installation shall follow the manufacturer's certified M50 installation details. The diagram shall be based on field verification of existing conditions and submitted under Section 4.5 for Government acceptance prior to installation.
Because the courthouse must remain fully operational, please define the maximum permitted lane or bollard-system outage duration, the minimum vehicle access that must remain available, the temporary crash-rated barrier and traffic-control requirements, and the party responsible for any additional security personnel required during construction.
No more than one lane shall be closed at any time; at least one secured lane shall remain operable throughout construction, one lane may be used as entry and exit point allowing one car at a time to enter or exit. During non-working hours, temporary barricades shall be placed to secure any lane that is out of service. Barricades may remain in place during construction in the lane being worked on and do not need to be removed daily unless the Contractor requires access. All lane closures and barricade placement shall be coordinated with the Building Manager and security stakeholders a minimum of 72 hours in advance per Section 4.2.3.
Note: Any closure of both lanes for an extended period, for any reason, shall be scheduled on a weekend or during off-hours and coordinated with the Building Manager in advance.
The SOW references a Commissioning Plan and a Schedule of Inspections and Testing, but neither document was included in the solicitation package. Please provide these documents and identify the required contractor-paid special inspections, third-party testing, number of operating cycles, required witnesses, and final acceptance criteria for the bollards, PLC, magnetic loops, traffic signals, photo-eyes, and access-control interfaces.
The Schedule of Inspections and Tests is a Contractor deliverable under Section 4.6, submitted within 14 calendar days of Notice to Proceed. The Contractor shall test and demonstrate that the completed system meets all performance requirements, witnessed by the Contracting Officer's Representative, including: a minimum of 30 full raise and lower cycles per bollard without fault; correct control-system operation, status feedback, and safety interlocks, including fail-safe operation; reliable magnetic-loop detection with rise inhibition when a vehicle is present; correct traffic signal coordination; correct photo-eye response; correct card-reader response;
and correct operation under normal, safety-interlock, and power-loss conditions. No third-party inspections, third-party inspectors, manufacturer witness testing, or separate special inspections will be provided or required. Acceptance is based on the Contractor's successful demonstration witnessed by the Contracting Officer's Representative, together with manufacturer documentation certifying the installed configuration meets the M50 crash rating. Final acceptance requires successful demonstration, punch-list completion, and closeout under Section 5.4.
Please confirm which of the following SOW provisions are applicable to the base bid for this Las Vegas exterior bollard project: sprinkler and fire-alarm modifications and third-party fire-protection engineering testing;
NCPC, CFA, or OPDQ review; NCR and District of Columbia, Maryland, or Virginia stormwater and PAH requirements; and PCB or other hazardous-material survey and abatement requirements. Please confirm that provisions unrelated to systems or materials disturbed by this work are not required.
Provisions in the SOW template that are unrelated to the systems and materials disturbed by this work are not required for the base bid. All applicable federal and Nevada/Clark County codes and regulations remain in effect.
The contract allows 90 calendar days to Substantial Completion, but no review durations are stated for the bollard, PLC, structural, electrical, and controls submittals. Please state the planned Government review period for initial submittals and resubmittals and clarify how Government review or approval delays will be treated in the contract schedule.
The Period of Performance is structured as follows: 30 calendar days for design after Notice to Proceed; 10 calendar days for Government review of design submittals, with resubmittals receiving the same 10-day review;
a variable procurement and fabrication period based on the actual manufacturer lead time for the long-lead bollard equipment, which the Contractor shall show in the project schedule; 90 calendar days for field construction, beginning when the long-lead equipment is delivered or confirmed for delivery in a manner that will not interrupt construction; and 30 calendar days for Project Closeout after Substantial Completion. The procurement and fabrication period and any Government-caused delay are in addition to the design, review, and construction periods, and the Government will adjust the Period of Performance accordingly. All durations shall be shown in calendar days in the project schedule required under Section 4.3.
