Bollard foundations and installation must follow the manufacturer's certified M50 installation details, and the completed system must be certified by the manufacturer as meeting the M50 crash rating in its installed configuration. New bollards shall be finished in safety yellow to match existing high-visibility color.

The Period of Performance consists of: 30 calendar days for design submission after Notice to Proceed; 10 calendar days for Government review; variable procurement and fabrication time based on manufacturer lead times; 90 calendar days for construction starting when long-lead equipment is delivered or confirmed for delivery; and 30 calendar days for project closeout after Substantial Completion. The Contractor must maintain secured vehicle access throughout construction with no more than one of two lanes out of service at a time and must submit a phasing and security-continuity plan for approval. Commissioning requires the Contractor to test and demonstrate a minimum of 30 full raise and lower cycles per bollard without fault, correct control-system operation with safety interlocks, reliable magnetic-loop vehicle detection, correct traffic signal coordination, photo-eye detection, and access-control response, with testing witnessed by the Contracting Officer's Representative. No third-party inspections, manufacturer witness testing, or separate special inspections are required; acceptance is based on the Contractor's successful demonstration and manufacturer's M50 certification.

STATEMENT OF WORK Amendment, 8/6/2026

Project: Lloyd D. George Courthouse Bollard Replacement Building Number: NV0304ZZ

Building Location: 333 South Las Vegas Boulevard, Las Vegas, Nevada Solicitation Number:

The following sections of the Statement of Work are updated based on responses to pre-bid questions.

Amendment Item 1 — Section 1.4, Delivery Type This project is delivered as delegated design.

No design drawings, specifications, or record drawings are provided by the Government. A stamped or sealed engineered design is not required. The Contractor is responsible for designing the bollard system to meet the required performance and for providing a basic system diagram based on field verification of existing conditions.

Amendment Item 2 — Section 1.5, Project Objectives The Contractor shall provide a complete, new, four-unit, M50-rated automatic retractable electric bollard system. This includes new bollards, drive components, structural casings, foundations, and controls. Refurbishment or reuse of existing bollards, drives, casings, or foundations is not part of this project. The completed system shall be certified by the manufacturer as meeting the M50 crash rating in its installed configuration, and shall be installed in accordance with the manufacturer's certified installation details.

The controls shall be a new Programmable Logic Controller based system that operates the bollards and integrates the existing inputs, including card readers, traffic signals, photo-eye sensors, and the magnetic vehicle sensing loop. There is no separate control-system specification. The Contractor designs the control system to meet these requirements and submits the sequence of operations, input and output list, wiring diagram, control logic, and backup power provisions under Section 4.5 for Government acceptance.

The system shall be powered from the existing building electrical service. The Contractor shall provide whatever electrical provisions are required to operate the equipment reliably from that service. See the Electrical Service information in Section 2.1.1.

Amendment Item 3 — Section 1.6, Project Schedule The Period of Performance is as follows:

● Design: 30 calendar days after Notice to Proceed for the Contractor to submit the required design and system diagram.

● Government review: 10 calendar days. Resubmittals receive the same 10-day review.

● Procurement and fabrication: variable, based on the actual manufacturer lead time for the long-lead bollard equipment. The Contractor shall show this in the project schedule.

● Construction: 90 calendar days, starting when the long-lead equipment is delivered to the site or confirmed for delivery in a way that will not interrupt construction, through

Substantial Completion.

● Project Closeout: 30 calendar days after Substantial Completion.

The procurement and fabrication period and any Government-caused delay are in addition to the design, review, and construction periods, and the Government will adjust the Period of

Performance accordingly. All durations shall be shown in calendar days in the project schedule.

Amendment Item 4 — Section 2.1.1, Base Bid / Project Requirements The Contractor shall furnish all labor and materials to install a complete, new, four-unit, M50-rated automatic retractable electric bollard system to replace the existing system, including new drive components, structural components, casings, and foundations. The completed system shall reliably raise and lower each bollard, respond correctly to all operational inputs, provide safety interlocks that prevent unsafe operation, provide fail-safe operation on loss of power, and maintain the required M50 crash rating as certified by the manufacturer.

Existing components — replace and integrate:

● Replace: guard-booth operator station (with the new control system and operator interface), exterior control cabinets, bollard control field wiring, and the in-ground magnetic vehicle sensing loop.

● Integrate or reuse if serviceable: traffic signal heads, photo-eye sensors, card readers, and existing field conduits. Extend or replace these only where needed for reliable operation.

● Fixed or passive protective bollards that are not part of the retractable system remain in place and shall be protected. The Contractor shall field-verify existing conditions during the site survey (Sections 2.2.1 and 2.2.8) and notify the Contracting Officer's

Representative of any condition that prevents reuse or integration. Components found defective are addressed under Section 4.15.

Electrical service: The bollard system is served by a 2-pole, 60-ampere circuit from an existing

208/120 volt panel, routed through variable frequency drives that output reduced voltage (under

120 volt) to the bollards. Panel information observed during the site walk is provided in the attached photographs. The Contractor shall confirm the available voltage, source panel, breaker, and circuit capacity during the post-award site survey, and shall provide any transformers, variable frequency drives, feeders, disconnects, and protection needed to power the selected equipment from the existing service. Coordinate the connection point and any utility outage with the Building Manager under Section 4.2.3. An emergency-power connection is not required unless identified by the Government.

Design deliverable: A stamped or sealed engineered design is not required. The Contractor shall provide a basic diagram showing the bollard system components and their connections, including the bollards, control system, operator interface, power source, variable frequency drives, magnetic vehicle sensing loop, traffic signals, photo-eye sensors, and card readers.

Bollard foundations and installation shall follow the manufacturer's certified M50 installation details. The diagram shall be based on field verification and submitted under Section 4.5 for

Government acceptance before procurement and construction.

Procurement and fabrication: After design acceptance, the Contractor shall procure and fabricate the long-lead equipment before starting field construction, and shall show the lead times and delivery dates in the project schedule. Field construction shall not begin until the required long-lead equipment is delivered or confirmed for delivery in a way that will not interrupt construction.

Finish and markings: The new bollards shall be finished in safety yellow to match the existing high-visibility color, and all markings and decals shall be replaced to match existing.

Amendment Item 5 — Section 2.2, Project Site Requirements (Operational Continuity) The garage shall maintain secured vehicle access throughout construction. There is one entry lane and one exit lane. No more than one lane shall be out of service at a time. While one lane is being worked on, the other lane shall be used for both entry and exit, one vehicle at a time, with traffic control provided by the Contractor. During non-working hours, temporary barricades shall secure any lane that is out of service. Barricades may remain in place in the lane being worked on and do not need to be removed daily unless the Contractor needs access. If both lanes must be closed to make final connections, that work shall be done on a weekend or during off-hours with Building Manager approval. All lane closures and barricade placement shall be coordinated with the Building Manager and security stakeholders at least 72 hours in advance under Section

4.2.3. Standard courthouse security staffing is provided by the Government; any additional security needed due to the Contractor's means, methods, or sequencing is the Contractor's responsibility unless otherwise directed by the Contracting Officer. The Contractor shall submit a phasing and security-continuity plan for approval before affecting the bollard system.

Amendment Item 6 — Section 2.7, National Capital Planning Commission Requirements Not

Applicable. This project is outside the National Capital Region and is not subject to National

Capital Planning Commission review.

Amendment Item 7 — Section 2.8, U.S. Commission of Fine Arts Requirements Not Applicable.

This project is outside the National Capital Region and is not subject to Commission of Fine

Arts review.

Amendment Item 8 — Section 2.12, Fire Protection and Life Safety Requirements Sprinkler and fire alarm modifications and third-party fire-protection engineering testing are not applicable to this project. The Contractor shall maintain general life safety and egress during construction and shall not disturb fire protection or fire alarm systems. If any such system is encountered or impacted, the Contractor shall notify the Contracting Officer's Representative and coordinate under Section 4.2.4.

Amendment Item 9 — Section 2.13.4, Polychlorinated Biphenyl These provisions apply only if pre-1979 caulking or waterproofing is disturbed, which is not anticipated for this project. If such materials are encountered, the Contractor shall notify the Contracting Officer's Representative and coordinate under the applicable provisions.

Amendment Item 10 — Section 2.13.13, Polycyclic Aromatic Hydrocarbons / Coal-Tar Sealants

Not Applicable. The District of Columbia, Maryland, and Virginia code references do not apply.

Applicable Nevada and Clark County requirements govern.

Amendment Item 11 — Section 2.15, Building Control Systems The bollard control system is a standalone system and shall not be integrated into the building automation system, building monitoring and control system, Federal Government building systems network, or any agency remote server. The building automation, network, and cybersecurity requirements referenced in

Sections 2.3.3, 2.15, and 2.16 do not apply to the bollard control system.

Amendment Item 12 — Section 2.16, Connections to Federal Government Building Systems

Networks This project is not anticipated to connect to the General Services Administration or

Tenant Agency network. All Contractor personnel shall still comply with the personnel security, credentialing, and escort requirements of Sections 5.1.3 and 5.1.4 for facility access.

Amendment Item 13 — Section 2.18, Sitework and Stormwater Requirements The District of

Columbia, Maryland, and Virginia stormwater and National Pollutant Discharge Elimination

System references do not apply. Applicable Nevada and Clark County stormwater and erosion and sediment control requirements apply as triggered by the actual site disturbance. This project is not anticipated to disturb one acre or more.

Amendment Item 14 — Section 3, Design Stage. Delegated Design Stage applies. A stamped or sealed engineered design is not required. The Contractor shall provide a basic system diagram showing the equipment, layout, and connections, based on field verification, submitted under Section 4.5 for Government acceptance before procurement and construction. Bollard foundations and installation shall follow the manufacturer's certified M50 installation details.

Amendment Item 15 — Section 4.9, Commissioning The Contractor shall test and demonstrate that the completed system meets all performance requirements. Testing shall be witnessed by the Contracting Officer's Representative. The Contractor shall demonstrate:

● A minimum of 30 full raise and lower cycles per bollard without fault, verifying travel and stroke limits, speed within manufacturer tolerance, and proper seating.

● Correct control-system operation, status feedback, and safety interlocks, including fail-safe or emergency operation.

● Reliable magnetic-loop vehicle detection, with unsafe rise commands inhibited when a vehicle is present.

● Correct traffic signal coordination.

● Correct photo-eye obstruction detection and response.

● Correct access-control (card reader) response.

● Correct operation under normal, safety-interlock, and power-loss conditions.

The Contractor shall provide manufacturer documentation certifying that the installed configuration meets the M50 crash rating. No third-party inspections, third-party inspectors, manufacturer witness testing, or separate special inspections will be provided or required.

Acceptance is based on the Contractor's successful demonstration witnessed by the

Contracting Officer's Representative, together with the manufacturer's M50 certification.

References in Section 2.17 to a Government Commissioning Agent or Construction Manager as

Advisor do not apply to this project; testing and acceptance shall be performed by the

Contractor and witnessed by the Contracting Officer's Representative as described in this section. Final acceptance requires successful demonstration, completion of all punch-list items, and closeout under Section 5.4.

Amendment Item 16 — Section 2.17, Commissioning For this project, commissioning shall not involve a Government Commissioning Agent or a Construction Manager as Advisor. The

Contractor shall test and demonstrate system performance, witnessed by the Contracting

Officer's Representative, as described in Section 4.9. No third-party inspections, third-party inspectors, manufacturer witness testing, or separate special inspections will be provided or required. References in Section 2.17 to a Commissioning Agent, Construction Manager as

Advisor, or third-party verification do not apply to this project.
