About this opportunity

The Department of the Army Medical Command seeks procurement of two dual-head LED surgical lights with installation services for Fort Carson, Colorado, with a response deadline of June 22, 2026 at 11:00 AM MST (extended from June 15 via Amendment 001 issued June 11). This is an Economically Disadvantaged Women-Owned Small Business (EDWOSB) set-aside. The contracting office is W40M MRCO West, located in Houston, Texas.

Place of performance is Fort Carson, Colorado (Building 7500, Rooms 3815 and 3818, 1650 Cochrane Circle, Fort Carson, Colorado 80913). Delivery is required Monday through Friday, 0800–1500 hours, with delivery dates extended to July 31, 2026 for both CLINs.

The procurement requires surgical lights delivering a maximum intensity of 160,000 lux with 24-inch or 30-inch head diameter options. Clinical requirements mandate clinician-adjustable focal point and working distance directly from the sterile handle without moving the light head; vertically segmented reflectors creating a crisp, homogenous spot; and dual selectable color temperatures (4100K soft white and 4500K bright white). The system must feature a suspension and arm system providing at least 110 degrees of vertical travel, 360-degree continuous rotation without hard spots on all axes, and integration of manual focus high-intensity LEDs combined with fixed-focus LEDs. The lights must be explicitly compatible with flat-screen displays, booms, and HD surgical cameras. Line Item 0001 covers two LED surgical lights with 8-year warranty; Line Item 0002 covers installation services for one delivery. The contractor must provide pre-installation walk-through, full functional testing, direct-to-site setup, damage inspection, and removal coordination of existing Skytron Aurora II lights, with one room completed daily to maintain operational capacity. Removal of existing wiring and connection of new power will be performed by a separate Medical Maintenance contractor using existing conduits. The government does not include electrical wiring, structural work, or wall control unit rough-in costs in this procurement. Evaluation is based on technical acceptability and price, with award on an all-or-none basis to the responsible offeror offering best value. NAICS code is 339113 (Surgical Appliance and Supplies Manufacturing); PSC code is 6530 (Hospital Furniture, Equipment, Utensils, and Supplies).

The system must offer dual selectable color temperatures (specifically 4100K softwhite and 4500K bright white) adjustable for specific procedure types.

Technological Salient Requirements:
Server Requirements:
The lights must deliver a maximum intensity of 160,000 lux and offer light headdiameter options of 24 inches or 30 inches to fill the surgical cavity with seamlesslight.
The lighting architecture must integrate a manual focus mode of high-intensity LEDscombined with a centrally positioned ring of fixed-focus LEDs.
The lights must be explicitly compatible with and ready for integration with flat-screen displays, booms, and HD surgical cameras.

System Requirement:
The suspension and arm system must provide at least 110 degrees of vertical travelto allow steep downward positioning.
All axes of the lighting fixture must feature 360-degree continuous rotation withouthard spots.
