About this file
This is a Standard Form 30 Amendment of Solicitation for a surgical lighting system procurement issued by the W40M MRCO West Medical Readiness Contracting Office for Fort Sam Houston, Texas. Amendment 0002, effective June 15, 2026, updates solicitation W81K0026QA2000 dated June 8, 2026, by revising Attachment 1 Salient Characteristics (dated from June 3 to June 15, 2026) and adding new Attachment 2 Questions and Answers.
The procurement requires two dual-head surgical lighting systems for installation in Operating Rooms 3815 and 3818 at 1650 Cochrane Circle, BLDG 7500, Fort Carson, Colorado 80913. Key clinical requirements include clinician-adjustable focal point and working distance from the sterile handle, vertically segmented reflectors creating homogenous light spots, and dual color temperature selection (4100K soft white and 4500K bright white). Technical specifications mandate maximum light intensity of 160,000 lux with 24-inch or 30-inch head diameter options, manual focus high-intensity LEDs combined with fixed-focus LEDs, compatibility with flat-screen displays and HD surgical cameras, suspension systems providing 110 degrees of vertical travel, and 360-degree continuous fixture rotation. The government specifies removal of existing Skytron Aurora II lights, with one room completed daily to maintain operational capacity. Installation must include pre-installation walk-through, full functional testing, direct-to-site setup service with damage inspection, and removal coordination. Delivery is requested Monday-Friday 0800-1500 hours, while installation may occur anytime. Equipment ships fully assembled or vendor-assembled on-site. The government requires an 8-year comprehensive warranty and warranty documentation with proposals. A separate Medical Maintenance contractor will disconnect existing wiring and connect new power using existing conduits. The solicitation does not include electrical wiring, structural work, or wall control unit rough-in costs. Contractors must provide a point of contact at award and account for government installation badging and base access requirements.

Salient Characteristics
Clinical Salient Requirements:
System must allow clinicians to adjust the focal point and working distance directly from the center sterile handle without moving the light head or leaving the sterile field.
The light head must utilize vertically segmented reflectors to capture upward-directed light and redirect it downward, creating a crisp, homogenous spot that minimizes shadows.
The system must offer dual selectable color temperatures (specifically 4100K soft white and 4500K bright white) adjustable for specific procedure types.
Technological Salient Requirements:
Server Requirements:
The lights must deliver a maximum intensity of 160,000 lux and offer light head diameter options of 24 inches or 30 inches to fill the surgical cavity with seamless light.
The lighting architecture must integrate a manual focus mode of high-intensity LEDs combined with a centrally positioned ring of fixed-focus LEDs.
The lights must be explicitly compatible with and ready for integration with flat-screen displays, booms, and HD surgical cameras.
System Requirement:
The suspension and arm system must provide at least 110 degrees of vertical travel to allow steep downward positioning.
All axes of the lighting fixture must feature 360-degree continuous rotation without hard spots.
The optical design must allow the fixtures to be placed further away from the patient while maintaining precise detail.
Other Requirements:
Direct-To-Site Setup Service: inspecting products for damage and coordinating replacement if required.
Delivery is requested Monday through Friday between the hours of 0800-1500.
Installation and removal shall take place during any time of day at address: 1650

Questions and Answers
1. Ceiling height / mounting configuration: Attachment 1 requires the suspension and arm system to provide at least 110 degrees of vertical travel, but we did not see the room ceiling height, structural mounting details, required downrod/stem length, or existing mounting configuration for Rooms 3815 and 3818. Can the Government provide the ceiling height and any available mounting/site details needed for installation pricing?
Answer: The Ceiling heights in the Operating Rooms is 12’. The Operating Room tables that the patients rest on sit at around 3-3.5’ depending on the height of the provider(s) operating.
2. Existing equipment removal: Can the Government identify the existing surgical light manufacturer/model(s), mounting configuration, and whether removal/disposition requires any special handling, facility coordination, or infection-control requirements beyond normal site coordination?
Answer: The current surgical lights are Skytron Auror IIs. No other special handling, facility coordination, or infection-control requirements. The only thing we ask is that one room be completed one day, and the other room be completed the next day in order for us to maintain one operable operating room.
3. Manufacturer/OEM documentation: The RFQ asks for model number and product literature. Does the Government require any additional manufacturer/OEM paperwork with the quote, such as an authorized dealer/distributor letter, OEM installation certification, warranty documentation, or manufacturer service/support letter?
Answer: Warranty documentation needs to be included.
4. Installation/site access: Are there any required site-visit, escort/badging, after-hours work, utility shutdown, ceiling/structural/electrical-prep, or facility credentialing requirements that the contractor should account for in the installation price?
Answer: Yes, you should include a pre-installation walk through. We are on a government installation, a visitor badge and base access will be needed and that information is something we can go over once the contract is awarded. To be include is installation and full functional testing of the system. Do not include electrical wiring, structure, or wall control unit rough in. We have a contractor that will be taking care of disconnect power
Attachment 2 and control wiring from existing lights. They will connect power to the new lights. Install the wall controller.
5. Can you please tell me if you require single or dual head lights. I see that you want to buy two lights, but do you want two single head lights or two dual head lights?
Answer: Two Dual head lights.
6. Also, can you please provide the make and model numbers and quantities of the current lighting system that will need to be removed. It seems that the removal of the old lighting is to be quoted as part of the cost of installation of the new lighting.
Answer: The Government currently has an older model Skytron Aurora lights. There is a set of lights in two Labor and Delivery operating rooms. The Government is asking for a quote for install the new lights and removal of the old lights.
7. Would you like us to include all required pre-installation items in our proposal for a turnkey installation? Examples would include de-installation, electrical hookups, ICRA measures, back box installation, and any other associated infrastructure or construction-related scope.
Answer: The Salient Characteristics have been updated. The Government has another contractor through its Medical Maintenance team at EACH that will be schedule the same day as the install for the lights and will be preforming the following along with who is awarded the lights contract.
Medical Maintenance service contract includes:
a. Disconnect power and control wiring from existing lights and wall mount controller
b. Connect power to the new lights installed by others using existing wiring and conduits
8. Should the Salient characteristics be updated to reflect the below warranty information or do we want Comprehensive warranty for the full 8 years?
Answer: Yes, a comprehensive warranty has updated on the Salient Characteristics.
