About this opportunity
Fermi National Accelerator Laboratory, operating under Department of Energy Prime Contract 89243024CSC000002, is seeking industry input on an upcoming Construction Manager/General Contractor (CM/GC) procurement for the Long-Baseline Neutrino Facility (LBNF) Near Site Conventional Facilities (NSCF) Subproject in Batavia, Illinois, with responses due by October 2, 2026. This is a Request for Information only and does not constitute a binding solicitation or confer competitive advantage in future procurements.
The LBNF/DUNE-US project provides infrastructure for a high-intensity neutrino beam facility aimed at underground detectors located near Lead, South Dakota. The upcoming procurement will employ a two-step RFQ/RFP structure and shift to CM/GC delivery with front-loaded funding at award. Key scope changes include consolidation of the Beamline Complex and Near Detector Complex into one bid package, updated concrete specifications, relaxed decay vessel tolerances, relocated secondary shaft, deferred Target Shield Pile steel installation, reduced decay region shielding, and elimination of internal bracing. Work encompasses above- and below-ground enclosures, service buildings, decay regions, shielding, site work, utilities, and infrastructure across nine defined priorities with two phases each: a firm-fixed-price Preconstruction Phase and a fixed-price-with-Economic-Price-Adjustment Construction Phase through 2029.
The subcontract incorporates Guaranteed Maximum Price (GMP) structure with Shared Savings allocation, Economic Price Adjustment Program using the Engineering News-Record Construction Cost Index (Chicago) with 3 percent deadband and 10 percent cap, open-book accounting, and DOE/FAR compliance including Davis-Bacon wages, 10 CFR 851 safety, and small business subcontracting requirements. Performance and payment bonds at 100 percent of subcontract price are required for contracts exceeding $150,000. Proposed contract revisions include mutual waiver of consequential damages, award incentives in lieu of liquidated damages, and clarified differing site conditions procedures.
Submit written responses to Robert Ropos, LBNF Procurement Specialist, at rropos@fnal.gov.
