About this opportunity

The Department of Energy's Fermi National Accelerator Laboratory, through Fermi Forward Discovery Group (FFDG), is soliciting proposals for a temporary air handling unit to support the Long Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment (DUNE) cryostat ventilation system. The air handler must be constructed from shipping splits and designed to meet an 8.5-ton heat load requirement while fitting within the Ross shaft cage envelope at the 4850 level of the Sanford Underground Research Facility in Lead, South Dakota. Key requirements include BACnet-compatible packaged controls, compliance with applicable codes for anchoring and sway bracing, and the ability to operate 24/7 subject to shaft accessibility coordination. Evaluation will be based on technical merit, past performance, Environmental Safety and Health (ESH) program quality, and pricing, with mandatory requirements including annual revenues exceeding $1 million and attendance at the pre-proposal conference. Proposals are due on February 9, 2026, at 9:00 AM Mountain Time, with an anticipated award date of April 1, 2026, and a performance period extending through June 26, 2026.

This solicitation does not include any set-aside designations, and no incumbent contractor is identified. The contract is structured as a firm-fixed-price subcontract with Davis-Bacon wage determination requirements applicable to the project. The specific award value or budget range is not disclosed in the solicitation notice, though a small business subcontracting plan template indicates potential contract values in the millions. The contractor must provide commissioning services, ensure system readiness for duct hookup and operation, and deliver training and startup procedures as outlined in the Statement of Work. Performance will take place at Central City, South Dakota (the 4850 level underground facility), with FFDG providing material handling equipment including hydraulic lifts, forklifts, and t-track crane systems, while the contractor is responsible for furnishing the air handler and managing installation with condensate drain requirements limited to a maximum of 20 feet from the unit.

Notice text

In support of the Long Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment (DUNE), Fermi Forward Discovery Group (FFDG) Far Detector Cryostat  (FDC) Team  requires an air handling unit that is constructed of shipping splits.  The temporary cryostat ventilation is required during the installation of cryostat membrane, insulation, and detector components. The system will feed conditioned air to the cryostat and circulate air using large feedthroughs in the roof of the cryostat.
The air handling equipment will connect to the cryostat via non-conductive duct material to custom duct adapters as provided by FFDG. The air handling equipment shall be electrically connected in conduit to the designated power panel which are provided by the FFDG.
