Amendment No. 3 to RFP LBNF-372089-BF: Cryostat Temporary Ventilation
This is Amendment No. 3 to a federal solicitation issued by Fermi Forward Discovery Group, LLC (FFDG) on behalf of the Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment (LBNF/DUNE) project. The amendment contains clarifications and answers to contractor questions regarding the installation of a temporary ventilation system for a cryostat located underground. The proposal due date is February 9, 2026, with a June 26 completion date. The required deliverable is a packaged rooftop-style air handler unit that must meet an 8.5-ton heat load requirement, fit within the Ross shaft cage envelope, achieve or exceed calculated airflow requirements per climate specifications, be BACnet-compatible with packaged controls, and be designed for underground installation. The contractor must provide commissioning to ensure the unit is powered, controls are operable, and the system is ready for duct hookup and operation. Training requirements, start-up procedures, and specific deliverables are covered in the Statement of Work (SOW) sections 4 and 5, with warranty details specified in section 6.4 of the General Terms and Conditions.
Key site-specific requirements include that exhaust/supply ductwork will be provided and installed by others, condensate piping must be within 20 feet maximum of the unit and drain into facility drainage channels, anchoring is required per code or manufacturer specifications, and sway bracing for ductwork must comply with applicable codes. FFDG will provide material handling equipment (hydraulic lifts, forklifts, and t-track crane systems) for setting the air handler underground. Operating hours are 24/7 subject to Ross shaft accessibility coordination. Site access, security badging, and correspondence with technical staff must utilize the Pro-Core program. FFDG will consider adjusting award or performance dates based on realistic procurement timelines, particularly given equipment lead times and Buy American requirements. No Professional Engineer design stamp, permanent unit permeations, spare filters, condensate pump, insulation on ductwork or condensate drain, or housekeeping pad is required.

Questions and Answers
QUESTIONS ANSWERS
Will an exhaust/supply air system be required along with the installation of the temporary unit? exhaust/supply duct to be provided, installed by others Will an exhaust/supply air system study be required? no Will there be a need to install permanent protections around the perimeter of the unit? no
How long does the Ross shaft envelope take to complete a one-way descent/ascent?
Actual load transit times are variable based on load specifications Personnel cages can be completed in ~30 minutes, prescheduled at the start/end of shifts Standard pallet loads can be completed in ~30 minutes.
Items beyond standard pallet loads can take 2+ hours depending on travel speed, loading/securement complexity, rigging requirements, and other special handling.
How many trips can the envelope complete during a regular day? Dependent upon the loading configuration What is the average occupation of the space? Has FFDG considered the size of the team needed for this procurement(direct and indirect labor)? Will the number fit within that personnel occupancy limit for the underground area, and even for the working area, based on the general average
Crew size may be limited; however, it is not foreseen to be an issue for this job. Subcontractor headcount will be accounted for with the final installation schedule.
Is FFDG limiting the subcontractor’s crew size for this project due to the space people limitations? What is that number?
crew size depends on when they are performing work and what the other actions are underground, which may be limiting the total headcount.
Due to the timeframe of the project, can FAR 52.225-11 be considered for this project?
No, because this award is not projected at this level. Based on clause 52.225-11.
What are the expectations for commissioning? Powered, controls operable, ready for duct hookup and operation.
What is the warranty expectation for the temporary unit?
This is detailed in the General Terms and Conditions in section 6.4.
Is the ductwork being insulated? no Is the condensate drain being insulated? no Where will the condensate run to? drainage channel What is the distance between the unit and the end of the condensate piping? Depending on unit position/orientation, 20' maximum What are the expectations for subcontractor’s deliverables and milestones? 60%, 90%, and 100%? Deliverables are defined in the SOW section 5.
What are the expectations for start-up and owner training?
Training requirements are covered in the SOW section 4, and in 013100 General Requirements.
What are the available operating hours for this project?
Current LBNF/DUNE project operations are 24x7; access to and operation of the Ross shaft may limit accessibility; coordination on the final installation schedule is required.
Will the unit be supported and anchored to the ground? anchor as required by code or manufacturer Is a housekeeping pad required for the new unit? no
Are there any cybersecurity requirements for this project?
Site Access and Security-badging requirements are covered in the T&C section 12, and in the 010010 General Requirements site access. No FFDG computers are required for this solicitation.
You will be required to use the Pro-Core program for correspondence with technical.
Will the new ductwork require sway bracing? as required by code or manufacturer will a condensate pump be required? no Is the unit to be interlocked with any other equipment or system? BACnet compatible, for the future with packaged controls How many spare filters will be required? n/a Is the preferred configuration an air handler tied with a condenser, or a packaged rooftop-style unit mounted on the chamber? Does the system need to include heating or humidity control per Table 4.3 requirements? packaged rooftop-style unit CFM (cubic feet per minute) and FPM (feet per minute) were intentionally left unspecified, with the 8.5-ton heat load governing design. Please confirm the 8.5-ton figure is accurate and that any unit fitting the cage envelope that meets this heat load is acceptable.
The Airflow requirement is calculated from the climate requirements in the specification. The space heat load is accurate. Units that meet or exceed those requirements and fit within the cage envelope will be acceptable.
RFP page 80, Table 4.3 calls for BACnet compatibility.
Does FFDG require the contractor to provide a controls subcontractor for initial programming, or only to ensure the selected unit has BACnet capability? ensure BACnet capability, with packaged controls If steel framing is required for equipment mounting, can welding, cutting, and torch work be accomplished underground? What permits or additional safety requirements apply?
Only if absolutely required, hot work and other coordination would be required
Please confirm that lifting equipment (observed hydraulic lifts, forklifts, and t-track crane system) is available for contractor use for setting the air handler underground. Material handling equipment provided by FFDG If the final design incorporates humidity control, is there a water source near the air handler placement site?
Industrial water lines are available; we would need coordination with FFDG to interface
Will FFDG require a Professional Engineer (PE) design stamp on the air handling system design? no Given equipment lead times and Buy American requirements, the June 26 completion date may be challenging. Will FFDG consider adjusting the award or performance dates based on realistic procurement timelines submitted with proposals? yes
Please clarify the extent of drain piping work. It was indicated that piping would go right to the drain, and the air handler could be set over or near it. Is any piping installation included in the contractor's scope?
condensate drain to be maximum 20' from unit, nominally drain into facility drainage channels
