About this opportunity

The Department of Homeland Security Federal Law Enforcement Training Center (FLETC) is soliciting quotations for law enforcement vehicle upfit and integration services, with proposals due September 11 at 2:00 PM MDT. This is an RFQ (solicitation 70LART26QPFB00024) issued under FAR Part 12 as a combined synopsis/solicitation with full and open competition and no set-aside.

Place of performance is Artesia, New Mexico. The work requires installation of Government-furnished emergency equipment—Motorola APX6500 radios, lightbars, sirens, and troy center console systems—onto 25 Government-owned 2025 Ford Police Interceptor Utility hybrid SUVs. The contractor must furnish all incidental materials including fuse blocks, power cables, circuit breakers, wire, connectors, relays, mounting hardware, and sealants. All work must comply with automotive and emergency vehicle industry standards, with specific technical constraints: installation of a key kill switch for power management, independent heavy-duty fuse blocks for emergency equipment, protection of OEM factory wiring harnesses without cutting or splicing, all added wiring encased in protective split-loom tubing routed away from moving parts and airbag zones, roof penetrations sealed with automotive-grade waterproof sealant rated for desert conditions and guaranteed leak-free for five years minimum, and no drilling into factory headlight or taillight housings. The contractor must complete one pilot vehicle for written Contracting Officer approval before proceeding with the remaining 24 vehicles. Performance of performance is 60 calendar days after pilot vehicle acceptance.

Work must be performed at a secure facility either on the FLETC Artesia campus, within 15 miles of campus, or via fully insured heavy-duty transport services. The contractor assumes full liability for vehicles and Government-furnished equipment from pickup through formal acceptance and must maintain Garagekeepers Liability Insurance. A one-year warranty on all installation labor and contractor-furnished parts is required. Service Contract Act prevailing wage determination SCA WD 2015-5455 for Eddy County, New Mexico applies. Questions were due August 31; answers have been posted as an amendment to the solicitation on SAM.gov. Amendment 0003, effective September 9, removed reference to power management timers from the PWS and specified use of a kill switch setup instead. The NAICS code is 336320 (Motor Vehicle Electrical and Electronic Equipment Manufacturing); PSC is N025 (Installation of Equipment—Vehicular Equipment Components).
