About this file

This file is a Questions and Answers document for federal contract 70LART26QPFB00024, addressing Law Enforcement Vehicle Upfit and Integration Services. The document provides clarifications on 19 specific inquiries from potential contractors regarding the solicitation requirements and Government-Furnished Equipment (GFE).

Key contract details include: 25 Ford Police Interceptor Utility (PIU) vehicles requiring upfit and integration of emergency equipment; a 60-calendar-day performance period beginning after pilot vehicle approval; Government-furnished equipment including Motorola APX6500 radios, lightbars, sirens, and a Troy center console system with mounting brackets; contractor responsibility for all wiring, connectors, antennas, and coax cables; inspection conducted on-site with live video capability with same-day or next-day approval turnaround; roof and body penetrations must remain leak-free for a minimum of five years after Government acceptance; all 25 vehicles available to contractor simultaneously for transport; and FLETC provision of secure shop/garage bay space at the Artesia campus for installation work (0700–1700 on weekdays). The document clarifies that no wigwag or flasher modules are required, vehicles are not plug-in hybrids, no site visit will be hosted prior to quote submission, and the Government will provide a detailed equipment list to interested vendors upon request.

Questions and Answers

1. The GFE list does not appear to include a dedicated mounting/storage system for the CenCom Core, radio, power distribution, and related electronics. Should the Contractor include an electronics storage system as CFM, or will FLETC provide one?

Answer: This should be installed in the Troy center consol system along with the radio brackets and all required mounting system. FLETC has already purchased this entire center consol system with brackets. No trunk lid protector system is required.

2. Please provide the make, model, and configuration of the GFE radio equipment so we can properly plan its location, power, antenna connections, and integration within the electronics storage system.

Answer: Motorola APX6500

3. The PWS references plug-and-play **wigwag/flasher modules** for the factory high beams and reverse lights; however, we do not see these modules on the GFE list. Does FLETC require the OEM high beams/reverse lights to wigwag? If so, will FLETC provide the required modules, or should they be included as CFM?

Answer: The PWS has been revised to state: “To protect vehicle headlight and taillight moisture seals, the Contractor shall not drill into the factory headlight or taillight housing.”

No wigwags or flasher modules needed, only the lightbar on top of the vehicle.

4. How will FLETC conduct the inspection—on-site, remote/live video, or through photographs/documentation?

Answer: FLETC Can conduct the inspection on site with a live video inspection.

5. Additionally, what turnaround time should the Contractor anticipate for written approval?

Answer: Same Day/Next Day

6. Would FLETC consider a **60-calendar-day performance period** to accommodate the mandatory pilot approval process?

Answer: A 60-calendar day period of performance is acceptable. RFQ has been updated.

7. The PWS requires roof/body penetrations to remain leak-free for the “life of the vehicle,” while the general installation warranty is one year. Please clarify the intended duration of the leak-free requirement.

Answer: The PWS has been updated to read “for a minimum of 5 years after Government acceptance of the vehicles.”

8. Would FLETC consider extending the overall period of performance to approximately 4–6 months, or allowing offerors to propose a realistic completion schedule with their quotation?

Answer: All vehicles must be completed within 60 days after the pilot vehicle is approved.

9. Please clarify whether time awaiting Government inspection and written approval of the pilot vehicle counts toward the contractor's required completion period.

Answer: No, the 60-day period starts once the pilot vehicle is approved.

10. Please confirm whether the provided “List of Equipment to be Installed” represents the complete GFE package for each vehicle. The PWS references installation of Government-furnished radios, while the equipment list includes a Motorola XTL2500 faceplate but does not appear to identify the radio, antenna, coax, or associated communications equipment. Will any additional radio or communications equipment be furnished that require installation?

Answer: The radios are Motorola APX6500 and have been added to the Equipment List (see Rev1), the antennas are not included or the correct wiring and coax cables with the FLETC provided equipment and are considered CFM. No additional equipment will be provided.

11. Will all 25 vehicles and associated GFE be available to the contractor at one time, or does FLETC anticipate releasing vehicles in batches? If batches are anticipated, please provide the expected quantities and approximate timing.

Answer: All 25 vehicles will be available to the Contractor at once.

12. For contractors utilizing the transportation option under Section 6.0(b), please confirm whether the 25 vehicles may be transported to and from the contractor's facility in multiple batches using a properly insured professional vehicle transport provider, and whether FLETC has any transportation requirements beyond those stated in the solicitation.

Answer: Vehicles may be transported in batches, but the loading/unloading and transportation will be the sole responsibility of the Contractor.

13. Can FLETC provide an itemized list of the Government-Furnished Equipment (GFE) that will be provided per vehicle (e.g., lightbar model, siren/controller model, radio model, center console model/dimensions), as well as any additional GFE beyond what is listed in Section 4.0 of the PWS? This will help us accurately scope and price the Contractor-Furnished Materials required to complete the installation.

Answer: Yes, as stated in the RFQ language, the equipment list will be made available by request to interested vendors.

14. Since the 2025 Ford PIU is a hybrid platform, can FLETC confirm whether these vehicles come equipped with validated OEM upfitter/fleet power connection points (switched and

Law Enforcement Vehicle Upfit and Integration Services constant) suitable for aftermarket emergency equipment integration, or whether the Contractor should anticipate additional work to establish compliant power connections on the hybrid electrical architecture?

Answer: The vehicles are not plug-in hybrids.

15. Wiring and connectors: Section 4.0 of the PWS lists wire, loom, and connectors as Contractor- Furnished Materials. Can you confirm this includes all wiring and connectors required for the installation (i.e., none of the wiring/connectors will be Government-furnished), and that there are no additional wiring harnesses or adapter kits FLETC intends to provide?

Answer: No other materials will be provided by FLETC beyond what is on the equipment list.

16. Is FLETC able to provide secure garage/bay space and power at the Artesia campus for a traveling installer to perform the upfit work there, or must all work be performed at a Contractor-controlled facility as described in Section 6.0 of the PWS?

Answer: FLETC can provide a secure shop/garage bay to perform the installs from 0700 – 1700 on weekdays.

17. Will all 25 vehicles be made available to the Contractor at contract start, or will they be delivered/staged in batches over the period of performance? This will affect our transport and labor scheduling.

Answer: All 25 vehicles can be transported from Artesia at once.

18. Pilot vehicle inspection turnaround: Section 5.0 requires written Government confirmation that the pilot vehicle is acceptable before the Contractor may proceed with the remaining fleet. Can FLETC provide an estimated turnaround time for this inspection/approval, so we can accurately account for its impact on the 45-day delivery schedule?

Answer: Same Day/Next Day.

19. Site visit: Will FLETC be hosting a site visit or walkthrough at the Artesia campus prior to quote submission?

Answer: No.
