FLETC requires professional upfitting and equipment integration services for 25 Government-owned 2025 Ford Police Interceptor Utility (PIU) hybrid SUVs. The Contractor shall provide all labor, supervision, specialized tools, secure workspace/storage, and materials necessary to install, wire, configure, and test emergency lighting, communications, and interior equipment to produce fully operational police vehicles. Key technical requirements include: installing a key kill switch for power management; wiring all emergency equipment to an independent, heavy-duty fuse block; protecting OEM factory wiring harnesses and utilizing only OEM-provided upfitter/fleet power connection points; routing all added wiring in protective split-loom tubing away from moving parts, extreme heat, and airbag zones; properly sealing all roof penetrations with automotive waterproof sealant rated for desert conditions and guaranteeing leak-free performance for a minimum of five years; and installing the Government-furnished center console, lighting/siren controller, and police radio with appropriate wiring harness routing. The Contractor shall not modify the vehicle's factory emergency brake, airbags, or structural safety pillars, and shall not drill into factory headlight or taillight housings. FLETC will provide primary emergency equipment components (lightbars, sirens, radios, center consoles), while the Contractor furnishes all incidental materials including power management timers, fuse blocks, primary power cables, circuit breakers, wire, connectors, relays, mounting hardware, and sealants. Prior to full-fleet work, the Contractor must complete one pilot vehicle and obtain written Contracting Officer approval before proceeding. The Contractor must perform all work at a secure facility either on the FLETC Artesia campus, within a 15-mile radius of the campus, or provide fully insured heavy-duty transport services. PERFORMANCE WORK STATEMENT (PWS)
Law Enforcement Vehicle Upfit and Integration Services
1.0 BACKGROUND & OBJECTIVE
The Federal Law Enforcement Training Centers (FLETC) in Artesia, NM, requires professional vehicle upfitting and equipment integration services for a fleet of law enforcement training vehicles. The objective of this contract is to procure the labor, incidental hardware, components, wiring, and technical integration required to produce fully upfitted and operational police vehicles that meet the requirements and standards outlined in this PWS.
2.0 SCOPE OF WORK
The Contractor shall provide all labor, supervision, specialized tools, secure workspace/storage, and materials (incidental hardware, wiring, fuses, connectors, etc.) necessary to install, wire, configure, and test emergency lighting, communications, and interior equipment on 25 Government owned 2025 Ford Police Interceptor Utility (PIU) hybrid SUVs.
3.0 SPECIFIC REQUIREMENTS & INSTALLATION STANDARDS
All work shall be performed to the highest automotive and emergency vehicle industry standards.
3.1 Power Management and Electrical Systems
a) Power Management: The Contractor shall install a key kill switch that will cut the power to all emergency equipment when the vehicle key is not in the on position.
b) Independent Circuits: All emergency equipment must be wired to an independent, heavy-duty fuse block provided by the Contractor.
c) OEM Wiring Protection: The Contractor shall not cut, splice, or compromise the vehicle’s Original Equipment Manufacturer (OEM) factory wiring harnesses. All integrations must utilize OEM-provided upfitter/fleet power connection points.
d) Wire Routing: All added wiring must be encased in protective split-loom tubing, properly secured with heavy-duty zip ties or insulated clamps, and routed away from moving parts, extreme heat sources, and airbag deployment zones.
3.2 Exterior Equipment and Lighting
a) Roof Penetrations: Any necessary holes drilled into the vehicle roof or body for lightbars, or antennas must be fully deburred, treated with anti-corrosion primer, and sealed using industry-standard automotive waterproof sealant (e.g., silicone or polyurethane specific to automotive use). The Contractor guarantees all penetrations to be leak-free for a minimum of 5 years after Government acceptance of the vehicles. Note: The sealant must be rated to withstand extreme sunlight, heat, dust, etc. found in the New Mexico desert.
b) Headlight/Taillight Integrity: To protect vehicle headlight and taillight moisture seals, the Contractor shall not drill into the factory headlight or taillight housing.
3.3 Interior Equipment Integration
a) Console and Controls: The Contractor shall install the GFE center console (to include the provided cup holders and arm rests using the provided attachment screws, bolts, and brackets) securely to the vehicle floor plan using OEM mounting points where available.
The Contractor shall also install the lighting/siren controller, police radio and speaker, provided face plates, etc., and route the wiring harness from the computer location (spare tire compartment) to the front driver compartment (this may require removal and reinstallation of front and rear seats/ floor mats/ carpet or plastic/ rubber floor covering).
b) Safety Systems Preservation: The Contractor shall not relocate, modify, or interfere with the vehicle's factory emergency brake, airbags, or structural safety pillars.
4.0 GOVERNMENT-FURNISHED vs. CONTRACTOR-FURNISHED MATERIALS
a) Government-Furnished Equipment (GFE): FLETC will provide the primary emergency equipment components (e.g., lightbars, sirens, radios, center consoles, etc.). A complete inventory of GFE will be provided at the time of vehicle handoff.
b) Contractor-Furnished Materials (CFM): The Contractor shall be responsible for furnishing all incidental materials required to create a complete and operational system. This includes, but is not limited to power management timers, fuse blocks, primary power cables, circuit breakers, wire, loom, connectors, relays, mounting bolts, and weatherproofing sealants.
5.0 PILOT VEHICLE INSPECTION AND APPROVAL
Prior to commencing work on the entire fleet, the Contractor shall complete the full upfit of one
(1) pilot vehicle. The Contractor shall notify the Program Office POC and Contracting Officer when the pilot vehicle is ready and facilitate an inspection of the vehicle to verify equipment placement, wiring quality, and system operation by a Government representative from the program office. The Contractor shall not proceed with the remaining vehicles until the CO provides written confirmation the pilot vehicle is acceptable to the Government.
6.0 PLACE OF PERFORMANCE AND LOGISTICS
All installation services shall be performed at a secure, Contractor-controlled facility. To minimize operational downtime, vehicle wear-and-tear, and logistical burden, the Contractor must either:
(a) Utilize the provided garage bay located on the FLETC Artesia campus;
(b) Have a facility located within a 15-mile radius of the FLETC Artesia campus (1131 W. Main
St, Artesia, NM 88210) for the vehicles to be driven to; or
(c) Provide professional, heavy-duty car hauling/transport services to relocate the vehicles from
FLETC Artesia to their facility and return them upon completion. Note: Any transport provided by the Contractor must be fully insured, and the Contractor assumes all liability for the vehicles during transit and while in their custody.
7.0 LIABILITY AND WARRANTY
a) Transfer of Custody: The Contractor assumes full liability for the security and physical condition of the vehicles, and all GFE from the moment of pickup/handoff until the vehicles are formally accepted by the Government. The Contractor must maintain adequate Garagekeepers Liability Insurance to cover damage caused by fire, theft, vandalism, collision, or employee error while the vehicles are in the possession of the Contractor.
b) Warranty: The Contractor shall warrant all installation labor and Contractor-furnished incidental parts to be free from defects in workmanship for a period of no less than one (1) year from the date of final acceptance.
