PERFORMANCE WORK STATEMENT (PWS)

Law Enforcement Vehicle Upfit and Integration Services

1.0 BACKGROUND & OBJECTIVE

The Federal Law Enforcement Training Centers (FLETC) in Artesia, NM, requires professional vehicle upfitting and equipment integration services for a fleet of law enforcement training vehicles. The objective of this contract is to procure the labor, incidental hardware, components, wiring, and technical integration required to produce fully upfitted and operational police vehicles that meet the requirements and standards outlined in this SOW.

2.0 SCOPE OF WORK

The Contractor shall provide all labor, supervision, specialized tools, secure workspace/storage, and materials (incidental hardware, wiring, fuses, connectors, etc.) necessary to install, wire, configure, and test emergency lighting, communications, and interior equipment on 25 Government owned 2025 Ford Police Interceptor Utility (PIU) hybrid SUVs.

3.0 SPECIFIC REQUIREMENTS & INSTALLATION STANDARDS

All work shall be performed to the highest automotive and emergency vehicle industry standards.

3.1 Power Management and Electrical Systems

a) Automated Power Management: The Contractor shall install an automatic, solid-state power management timer (e.g., ChargeGuard or equivalent) wired directly to the auxiliary power distribution block. The timer must sense the vehicle's ignition state, allowing emergency equipment and radios to remain powered for up to 30 minutes after the ignition is turned off, and automatically shut down all auxiliary equipment if the vehicle’s battery voltage drops below 11.5 volts.

b) Independent Circuits: All emergency equipment must be wired to an independent, heavy-duty fuse block provided by the Contractor.

c) OEM Wiring Protection: The Contractor shall not cut, splice, or compromise the vehicle’s Original Equipment Manufacturer (OEM) factory wiring harnesses. All integrations must utilize OEM-provided upfitter/fleet power connection points.

d) Wire Routing: All added wiring must be encased in protective split-loom tubing, properly secured with heavy-duty zip ties or insulated clamps, and routed away from moving parts, extreme heat sources, and airbag deployment zones.

3.2 Exterior Equipment and Lighting

a) Roof Penetrations: Any necessary holes drilled into the vehicle roof or body for lightbars, or antennas must be fully deburred, treated with anti-corrosion primer, and sealed using industry-standard automotive waterproof sealant (e.g., silicone or polyurethane specific to

Federal Law Enforcement Training Center (FLETC)

70LART26QPFB00024

automotive use). The Contractor guarantees all penetrations to be leak-free for the life of the vehicle.

b) Headlight/Taillight Integrity: The Contractor shall provide warning lighting using non-destructive installation methods. To protect vehicle headlight and taillight moisture seals, the Contractor shall not drill into the factory headlight or taillight housing. The Contractor shall utilize vehicle-integrated plug-and-play flasher modules (wigwags) to flash the factory high-beams and reverse lights or install exterior surface-mounted LED lightheads on the front grille and rear license plate brackets.

3.3 Interior Equipment Integration

a) Console and Controls: The Contractor shall install the GFE center console, siren controller, radio, and related brackets securely to the vehicle floor plan using OEM mounting points where available.

b) Safety Systems Preservation: The Contractor shall not relocate, modify, or interfere with the vehicle's factory emergency brake, airbags, or structural safety pillars.

4.0 GOVERNMENT-FURNISHED vs. CONTRACTOR-FURNISHED MATERIALS

a) Government-Furnished Equipment (GFE): FLETC will provide the primary emergency equipment components (e.g., lightbars, sirens, radios, center consoles, etc.). A complete inventory of GFE will be provided at the time of vehicle handoff.

b) Contractor-Furnished Materials (CFM): The Contractor shall be responsible for furnishing all incidental materials required to create a complete and operational system. This includes, but is not limited to power management timers, fuse blocks, primary power cables, circuit breakers, wire, loom, connectors, relays, mounting bolts, and weatherproofing sealants.

5.0 PILOT VEHICLE INSPECTION AND APPROVAL

Prior to commencing work on the entire fleet, the Contractor shall complete the full upfit of one

(1) pilot vehicle. The Contractor shall notify the Program Office POC and Contracting Officer when the pilot vehicle is ready and facilitate an inspection of the vehicle to verify equipment placement, wiring quality, and system operation by a Government representative from the program office. The Contractor shall not proceed with the remaining vehicles until the CO provides written confirmation the pilot vehicle is acceptable to the Government.

6.0 PLACE OF PERFORMANCE AND LOGISTICS

All installation services shall be performed at a secure, Contractor-controlled facility. To minimize operational downtime, vehicle wear-and-tear, and logistical burden, the Contractor must either:

(a) Have a facility located within a 15-mile radius of the FLETC Artesia campus (1131 W. Main St, Artesia, NM 88210); or

(b) Provide professional, heavy-duty car hauling/transport services to relocate the vehicles from FLETC Artesia to their facility and return them upon completion. Note: Any transport provided by the Contractor must be fully insured, and the Contractor assumes all liability for

Federal Law Enforcement Training Center (FLETC)

70LART26QPFB00024

the vehicles during transit and while in their custody.

7.0 LIABILITY AND WARRANTY

a) Transfer of Custody: The Contractor assumes full liability for the security and physical condition of the vehicles, and all GFE from the moment of pickup/handoff until the vehicles are formally accepted by the Government. The Contractor must maintain adequate Garagekeepers Liability Insurance to cover damage caused by fire, theft, vandalism, collision, or employee error while the vehicles are in the possession of the Contractor.

b) Warranty: The Contractor shall warrant all installation labor and Contractor-furnished incidental parts to be free from defects in workmanship for a period of no less than one (1) year from the date of final acceptance.

(End of provision)

52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2025)

(DEVIATION)

(a) Evaluation factors. Quotations will be evaluated using comparative analysis as outlined in FAR 12.203. Comparative evaluation involves systematically comparing quotations against each other to determine which offer provides the best value, considering price, technical merit, and other relevant factors. The following factors will be used to evaluate quotes:

(1) Technical.

i. Technical Capability

Contractor shall provide a detailed description of their technical capability of upfitting law enforcement vehicles with emergency equipment such as light bars, radios, etc.

The technical factors will be rated using the evaluation rating scale shown below:

Factor 1 - Technical Capability Ratings Rating Definition

Acceptable

Based on the proposed technical capability information provided, the Government has a reasonable expectation that the Quoter will successfully perform the required services.

Unacceptable

Based on the proposed technical capability information provided, the Government does not have a reasonable expectation that the Quoter will be able to successfully perform the required services.

(2) Past performance. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the Government. The evaluation will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Quoters without a record of relevant past performance or for

Federal Law Enforcement Training Center (FLETC)

70LART26QPFB00024

whom information on past performance is not available, the Quoter may not be evaluated favorably or unfavorably on past performance. Quoters may identify past or current contracts (including Federal, State, and local government and private) for efforts similar to the Government requirement. Quoters shall provide information on problems encountered on the identified contracts, including corrective actions taken.

NOTE: If there are extenuating circumstances concerning any negative past performance, provide background information and references for validation.

The Government will employ several approaches, including, but not limited to:

(i) Information utilized may be obtained from the references listed in the proposal, as well as from other sources known to the Government. Data from previous source selections may be used if the data is recent and relevant. Evaluation of past performance will include consideration of overall customer satisfaction and conclusions of informed judgment.

(ii) Quoter may be given an opportunity to address adverse past performance information if the Quoter has not had a previous opportunity to respond to the information.

(iii) Past performance information will also be considered regarding any critical subcontractors and key personnel. Past performance of the prime contractor will receive greater consideration than subcontractors. If a Quoter, does not have a past performance history deemed relevant to this solicitation, the Quoter will receive a neutral rating.

However, the proposal of a Quoter with no relevant past performance history, while rated neutral in past performance, may not represent the most advantageous proposal to the Government and thus may be an unsuccessful proposal when compared to the quotes of other vendors. The Quoter must provide the information requested for past performance evaluation or affirmatively state that it possesses no relevant, directly related, or similar past performance.

The Quoter’s past performance will be rated using the evaluation rating scale shown below:

Factor 2 - Past Performance Ratings Rating Definition

Acceptable

Based on the Quoter’s performance record, the Government has a reasonable expectation that the Quoter will successfully perform the required services.

Federal Law Enforcement Training Center (FLETC)

70LART26QPFB00024

Unacceptable

Based on the Quoter’s performance record, the Government does not have a reasonable expectation that the Quoter will successfully perform the required services.

Neutral

No recent/relevant performance record is available, or the Quoter’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. This is neither a negative nor positive assessment.

(3) Price. Pricing will be evaluated to determine reasonableness by comparing quoted prices to other pricing received via competition, the Government estimate, the current market, and other sources deemed practical by the Government to ensure the quoted price is fair and reasonable and in the best interest of the Government.

(ii) Definitions.
