About this opportunity

The Department of the Air Force Air Mobility Command is seeking a contractor to provide comprehensive laundry and dry-cleaning services at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The contractor must provide all management, tools, equipment, and labor necessary to deliver laundry services including pick-up, processing, and delivery from multiple base locations including 87th Force Support Squadron Lodging, USASA Fort Dix, and Dix Noncommissioned Officer Academy facilities. Services must be performed at the contractor's facility with strict quality requirements ensuring laundry is delivered free of visible dirt, debris, dampness, offensive odors, and properly finished and packaged. The evaluation will use a "Partial Tradeoff" approach with Technical Submission and Past Performance considered significantly more important than Price. Key deadlines include questions due September 4, 2025 at 0900, and proposals due September 17, 2025 at 0900, with an amendment extending the deadline to allow for past performance questionnaire submissions.

This is a Total Small Business set-aside solicitation with no incumbent contractor identified, representing a new requirement. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price arrangement running from September 30, 2025 through September 29, 2026, with options for four additional years. Annual workload estimates range from approximately 5,200 to 208,440 pounds across various textile items including bed covers, towels, sheets, pillowcases, blankets, and mattress pads distributed among the three primary service areas. Services will be performed across six buildings at Joint Base McGuire-Dix-Lakehurst, with pickup and delivery schedules varying by location from daily service for lodging facilities to weekly service for ASA and NCOA facilities. The contractor must submit three to five past performance questionnaires directly to government contacts, and all billing will be conducted on a per-pound basis using standardized scales with joint weighing procedures between the contractor and government representatives.
