The contractor must provide twice-weekly pickup and delivery, washing, drying, pressing, and repair of tears and holes up to three inches and rips up to one inch in diameter for scrubs, lab coats, patient gowns, isolation gowns, sheets, pillowcases, towels, and related medical textiles. Soiled linen processing must use wash formulas at 71°C/160°F for 25 minutes. The contractor must achieve a 48-hour turnaround time and a 95% on-time pickup/delivery rate, with no more than two valid customer complaints per month. All contractor personnel require background checks, criminal records clearance, Hepatitis B vaccination or signed declination, and annual infection prevention training. Services must comply with The Joint Commission, OSHA, CDC, and APIC standards. Contractor personnel must obtain Defense Biometric Identification System passes for access to Joint Base Pearl Harbor Hickam.

The contract runs from September 1, 2026, through August 31, 2027 (base period), with four optional one-year renewal periods extending through August 31, 2031. Award will be made on a firm-fixed-price best-value basis. Evaluation weighs technical capability as acceptable/unacceptable, past performance as more important than price, and price for reasonableness. The incumbent contractor is Penn Enterprises Inc. (contract HT941024P0108). Commercial healthcare laundry experience meets past performance criteria; federal or military medical experience is not required. Offerors must provide a capabilities statement not exceeding two pages and two relevant past performance references from the past three years.
