About this file

This is a Questions and Answers document from a federal contract solicitation for medical laundry services. The document addresses 18 inquiries submitted by potential bidders regarding the requirements and contract administration.

The incumbent contractor is Penn Enterprises Inc., operating under previous contract HT941024P0108. This is not a brand-new contract; the requirement involves laundry services for seven clinic locations. Pricing is based on estimated quantities identified in Technical Exhibit 1, though invoicing will be processed on actual quantities processed but not exceed the estimated amounts. Water repellent items referenced in PWS Section 1.15 and TE-1 are not included in current workload and do not require pricing. Technical Exhibit 1 quantities are for estimation purposes only and represent anticipated weekly workload, not guaranteed minimums. The Government will determine items beyond repair and remove them from cycle on a case-by-case basis regarding maximum annual quantities requiring contract modifications. No site visits are available prior to quote submission, but a facility tour is required after contract award and prior to contract performance start during the 30-day base access acquisition window. The required 48-hour turnaround for service is measured by calendar day. Valid customer complaints include returning fewer quantities than picked up, unscheduled pick-up/delivery without notification, and items returned soiled. Commercial healthcare laundry experience meets past performance criteria; federal/military medical experience is not required. Subcontractor past performance may be considered during evaluation if a prime contractor utilizes an experienced laundry subcontractor. No emergency surge requirements occurred during the previous contract period, and no anticipated workload, facility, or operational changes are expected during the contract period.
