About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is seeking a contractor to provide comprehensive maintenance and repair services for a Clean Laser CL1000 Laser Ablation System located at Letterkenny Army Depot in Chambersburg, Pennsylvania. The solicitation (W911N225Q0005) requires offerors to perform bi-annual preventative maintenance, emergency and non-emergency repairs, and provide specialized parts for the laser system and associated equipment. Qualified contractors must demonstrate past experience with calibration, repair, and maintenance of the specific laser equipment, and have technically trained personnel capable of performing the required services. The government will evaluate offers on a Lowest Priced Technically Acceptable basis, assessing offerors' technical capabilities, past performance, and personnel qualifications. Potential offerors must submit questions in writing at least 5 days prior to the closing date, with the final proposal due by May 14, 2025 at 10:00 AM Eastern Time.

The contract is currently unrestricted but has a small business size standard of $12.5 million, with potential preferences for service-disabled veteran-owned, women-owned, or HUBZone small businesses. The contract structure includes a base year and two one-year option periods, spanning from June 2025 to June 2028, with potential extensions. While no specific incumbent is named, the original laser system was purchased from Adapt Laser approximately 4 years ago. The contract will cover two annual preventative maintenance events, up to 150 non-emergency service lots, 50 emergency service lots, and parts procurement, with a hybrid pricing model including Firm Fixed Price and Labor Hour/Time & Materials elements. Payment will be processed through Electronic Funds Transfer via Defense Finance and Accounting Services, with offer prices required to remain firm for 60 calendar days. The services will be delivered to the Office of Strategic Management at Letterkenny Army Depot, with the contractor responsible for providing all necessary personnel, equipment, tools, and parts.
