About this opportunity

The United States International Boundary and Water Commission seeks disposal of stockpiled sediment material from the Las Cruces Facility along the Rio Grande Canalization Project in New Mexico, with proposals due September 14 at 3 PM Mountain Time. This is a 100 percent small business set-aside under NAICS 562119 (Other Waste Collection), with a $47 million size standard, requiring that firms perform at least 51 percent of volume removed using their own equipment or equipment owned by another small dredging concern.

Place of performance is Las Cruces, New Mexico (504 S. Miranda Street) and subordinate stockpile locations at Hershey Arroyo and Rincon Syphon, with sediment transport to the USIBWC-owned Angostura Gravel Pit. The contractor must load sediment material, haul it to the pit, spread it evenly, maintain access roads, and restore roads and floodplain to original conditions within a six-month performance period. Work is restricted to Monday through Friday, 7:00 AM to 5:30 PM local time, with no weekend or night work permitted. The migratory bird nesting season (March 1 through August 31) imposes a 9:00 AM work-start restriction and one-quarter-mile buffer if nests are located. The contractor must provide pre- and post-work topographic surveys by a New Mexico-registered surveyor to calculate volumes and submit draft and final work plans, Stormwater Pollution Prevention Plan, monthly progress reports, and performance and payment bonds at 100 percent of contract price within specified timeframes.

The contractor is responsible for all permits, environmental compliance, dust abatement, equipment maintenance, site security, and securing water sources from approved metered sources, not the Rio Grande. Prevailing wage rates apply per WD NM20260039. Insurance includes workers' compensation (statutory Texas limits with $1 million employer's liability), commercial general liability ($1 million per occurrence/$2 million aggregate), business automobile liability ($1 million combined single limit), contractors equipment floater ($1 million minimum on replacement cost basis), contractors pollution liability ($1 million per occurrence/$2 million aggregate), and a $5 million commercial umbrella policy; all policies must name the United States Government as additional insured with 30-day cancellation notice. Semi-annual limitations on subcontracting reports are due within 15 days after each six-month period using direct labor costs only; non-compliance risks payment withholding up to 10 percent and civil penalties up to $500,000.

Mandatory minimum qualifications require two successfully completed projects similar in magnitude, scope, and complexity within the last 10 years, plus a superintendent with equivalent experience. Evaluation weighs technical capabilities, price, and past performance equally. The site visit was held August 14 at 9 AM; additional site access is available by appointment September 2–4, 7 AM to 5:30 PM. Bidders planning drone surveys must provide screen name, make, model, serial number, and intended survey day/time by August 31.
