About this file
This is a Minimum Qualifications for Award form (IBWC Form 245(ESD)) issued by the International Boundary & Water Commission for contractor bidding eligibility.
The form establishes two mandatory qualification requirements, with any "No" answer resulting in disqualification from bidding. Contractors must demonstrate: (1) a minimum of two successfully completed projects similar in magnitude, scope, and complexity to the solicited work within the last 10 years, and (2) a superintendent with a minimum of two successfully completed projects meeting the same criteria within the last 10 years. The form defines magnitude as dollar amount of work (with similarity established at 85% of the bid price and above), scope as technical requirements (same type of work with comparable or greater quantities), and complexity as difficulty due to interrelated parts. Contractors must complete IBWC Form 245B-Backup Information for each project supporting affirmative answers. If experience is based on a subcontractor, that subcontractor must provide supporting documentation and a signed statement certifying the specific work they will perform and their commitment to the project without substitution. The bidder certifies answer accuracy and commits to providing additional backup information within 24 hours if requested by the Contracting Officer. Failure to provide requested documentation or information that fails to support answers results in ineligibility for award. The form requires bidder signature and date.
