About this file
This is a template form (IBWC Form 245B(ESD)) used by the International Boundary & Water Commission to collect backup information supporting minimum qualifications for contract award. The form captures project experience data that contractors submit to demonstrate their capability to perform work similar in scope and complexity to a solicitation.
The form requires contractors to provide comprehensive details about relevant past projects, including company name, project name, contracting agency, entity with which the work was contracted, contract number, contract amount, start and end dates, and contracting officer information. Contractors must also identify the NAICS code for the type of construction performed. Critical sections require detailed descriptions of the work performed, quantified scope of work completed, and project complexity factors that demonstrate the contractor overcame difficulties requiring more than basic skills. The instructions emphasize that answers to the work description, quantities, and complexity sections must be sufficiently detailed to allow IBWC to determine whether the referenced project is similar in scope and complexity to the current solicitation. The form must be printed to PDF prior to submission to USIBWC and was last updated on November 28, 2018.
