About this opportunity

The National Institute of Standards and Technology seeks one or more Indefinite-Delivery, Indefinite-Quantity electrical construction contracts on a full and open basis for large-tier work at its Gaithersburg, Maryland campus, with proposals due September 10 and questions due August 31. There is no incumbent contractor and no set-aside restriction.

Place of performance is Gaithersburg, Maryland (100 Bureau Drive). The IDIQ carries a 5-year ordering period with a minimum guarantee of $5,000 and a combined ceiling of $73,788,828 across all task orders and awardees. Representative work includes demolition, installation, maintenance, modification, troubleshooting, testing, and repair of electrical systems ranging from 120-volt single-phase to 13,800-volt service, medium voltage 13.8kV spot network distribution, transformers, switchgear, panelboards, motors, control centers, uninterruptible power supplies, generators, Direct Digital Controls, interior and exterior lighting (120V to 277V), and life safety systems including Simplex Grinnell fire alarms.

The procurement employs a multistep advisory process with Phase 1 and Phase 2 evaluations. Phase 1 submissions are due by 5:00 PM EDT on the sam.gov deadline and must include a cover letter (1 page), Project Data Sheets for four technical areas (maximum 3 pages each covering medium voltage 13.8kV systems, DDC, life safety systems, and medium-voltage cables and splices), company experience narrative (3 pages), safety compliance experience (1 page), and bonding capacity documentation demonstrating minimum $20 million individual and $70 million aggregate bonding capacity. Phase 1 questions are due by 9:00 AM EDT on August 31. Phase 2 offerors must submit a bid guarantee (20 percent of price or $3 million, whichever is less), technical capability slide deck with 45-minute oral presentation by the proposed Project Manager, management plan with superintendent and project manager letters of commitment, past performance questionnaire responses (discretionary), firm-fixed-price broken to third subcontractor tier, and small business subcontracting plan if not a small business. Prices must be held firm for 60 calendar days from Phase 1 submission. The first task order (Building 225 fire alarm replacement in a seven-story, 204,332 gross-square-foot laboratory building) has a 396-calendar-day performance period and requires NICET Level IV or licensed fire protection engineer certification for shop drawings, pre- and final testing per NFPA 72, and compliance with OSHA, NEC, and NFPA 70E standards. Contracting officer is Travis C. Zoellner. NAICS is 238210; PSC is Z1JZ. Amendment 002 issued September 8, 2026, clarifies that Phase 1 winners will receive site visit details from the Contracting Officer.

This solicitation will utilize the advisory multistep process described in RFO FAR 15.101 paragraph (e). Only those offerors that submit a Phase 1 offer may participate in 2. The due date and time for proposals specified in the solicitation apply to offers for Phase 1. The contracting officer will inform those that submit an offer for Phase 1 what the due date is for submission of offers for Phase 2.

Evaluation factors for award: Evaluation factors for Phase 2 include:

  • Factor 1: Bonding Capacity (Pass/Fail); each offer must provide evidence of at least $20M bonding capacity per contract and at least $70M aggregate bonding capacity to receive a Pass rating.
  • Factor 2: Technical Capability
  • Subfactor A: Technical Approach for the First Task Order
  • Subfactor B: Management Plan
  • Factor 3: Past Performance
  • Factor 4: Price for First Task Order
  • Factor 5: Adequacy of Subcontracting Plan (only for Other than Small Businesses) (Pass/Fail)

For the purposes of selecting offer(s) for IDIQ contract awards, the “highest technically rated offerors with a fair and reasonable price approach” as described in RFO 15.103-3 will be used. This process will be based on the factors noted above.

The number of IDIQ contract awards will depend on the number of offers received and their relative merits. The Government reserves the right to make a single IDIQ contract award if it determines it to be in the best interest of the Government. Any awards will be made based on what the contracting officer determines to be most beneficial to the Government. Provision RFO 52.219-31, Notice of Small Business Reserve (Deviation Jan. 2026), is included in the solicitation.

NIST intends to award the first task order (a) to an offeror that receives an IDIQ contract award and (b) whose offeror among those IDIQ contract awardee(s) represents the highest technically rated offer at a fair and reasonable price.
