About this file
This is an Amendment to a Solicitation (Standard Form 30) for solicitation 1333ND26RNB190031, issued by the National Institute of Standards and Technology (NIST) on September 2, 2026. The amendment incorporates Questions and Answers from potential offerors (11 questions addressing formatting requirements, project data sheet specifications, management plan scope, past performance questionnaire availability, and Phase 1 evaluation factors), revises the Project Data Sheet attachment, incorporates a Past Performance Questionnaire template, and revises Section L regarding offer submission instructions and evaluation factors. The procurement is for Indefinite-Delivery, Indefinite-Quantity (IDIQ) electrical construction contracts plus a first task order using firm-fixed-price contract type, conducted under RFO FAR Part 12 procedures supplemented with Part 15 procedures.
The solicitation employs an advisory multistep process with Phase 1 and Phase 2 submissions. Phase 1 submissions are due by 5:00 PM EDT on the date specified in sam.gov and must include a cover letter (1 page), completed Project Data Sheets for four technical areas (maximum 3 pages each), company experience narrative (3 pages), safety compliance experience (1 page), and bonding capacity documentation (3 pages) demonstrating individual bonding capacity of at least $20 million and aggregate capacity of at least $70 million. Phase 2 offerors invited after Phase 1 evaluation must submit a bid guarantee (20 percent of proposed price or $3 million, whichever is less), technical capability slide deck with mandatory 45-minute oral presentation by the proposed Project Manager, management plan identifying superintendent and project manager with letters of commitment, past performance questionnaire responses (discretionary), firm-fixed-price broken down to third subcontractor tier in Excel format, and small business subcontracting plan if applicant is not a small business. Questions regarding Phase 1 are due by 9:00 AM EDT on August 31, 2026. Offerors must hold prices firm for 60 calendar days from Phase 1 submission date.

Questions from Potential Offerors and Government Responses
1. The draft RFP provides, "suggested font", "suggested margins, and "suggested spacing" in multiple places throughout the table on pages 196-198. Are these simply recommendations or does NIST expect the offeror's response to be in Arial 11 point, 1-inch margins, and single spaced?
Response: These are suggestions only; they are not mandatory.
2. Can NIST please confirm if an Offeror's Table of Contents (TOC) is acceptable to include and is not counted toward any page count?
Response: That is correct.
3. Phase 1, Item No. 2 requests, a completed project data sheet for four areas. The description for Area 4 in the RFP states, "Medium-voltage cables and splices (Thermoplastic High Heat-resistant Nylon coated wire (THHN) and Thermoplastic Heat and Water-resistant Nylon-coated wire (THWN) types" however, in the Project Data Sheet Attachment provided by NIST, Area 4 is, "Low and medium-voltage cables and splices (Paper-Insulated, Lead Covered (PILC) and Ethylene Propylene Rubber (EPR) cable types)". Please clarify which is correct.
Response: Area 4 of the Section L of the solicitation and the Project Data Sheet Attachment have been corrected to state the following: “Area 4: Medium-voltage cables and splices (Paper-Insulated, Lead Covered (PILC) and Ethylene Propylene Rubber (EPR) cable types)”.
4. Is the requested Phase 2, Subfactor B: Management Plan for the awardable Task Order?
Response: The management plan applies to this solicitation for the IDIQ contract award(s) and to any task orders awarded under a particular IDIQ contract.
5. Is the requested Phase 2, Subfactor B: Management Plan for the entire IDIQ contract?
Response: See response to question 4 above.
6. Are the Superintendent and Project Manager referenced in Subfactor B: Management Plan for the Task Order?
Response: The Superintendent and Project Manager requirements apply to all task orders that may be awarded under a given IDIQ contract.
7. Are the Superintendent and Project Manager referenced in Subfactor B: Management Plan for the entire IDIQ?
Response: See response to question 6, above.
8. It's stated in Factor 3: Past Performance, "The offer may provide the Past Performance Questionnaire, included as an Attachment in this Solicitation…" however, there is not a Past Performance Questionnaire included. Can NIST please provide the PPQ referenced in Factor 3?
Response: The Past Performance Questionnaire template is included with this amendment.
PAGE 5 OF 15 1333ND26RNB190031001
9. If the Offeror has CPARS available for Past Performance, would the Government consider using contractor CPARS for Phase 2, Factor 3 - Past Performance in lieu of the Offeror providing a
PPQ?
Response: Yes; use of the Past Performance Questionnaire template is discretionary for each offeror.
10. Since the site visit (scheduled for 9/14) is after the Q&A Period for the solicitation (8/31), will the government be open to allow further questions after the site visit, for Phase 2 submittal?
Response: Yes, that is our intent.
11. Section M states, "The following factors will be used to evaluate offers for Phase 1 and Phase 2."
however there are no evaluation factors listed for Phase 1, only Phase 2." Can NIST please provide the Evaluation Factors for the Phase 1 submission.
Response:
a) Page 196 of the solicitation indicates the following:
“This solicitation utilizes the Advisory multistep process described in paragraph (e) of
RFO 15.101.
- Phase 1 is the advisory process described in that provision.
- Phase 2 is for offerors that elect to submit Phase 2 proposals after receiving written information from the contracting officer 1) regarding whether the offeror is invited to participate in Phase 2 of the solicitation or if, based on the information submitted, the offeror is unlikely to be a viable competitor; 2) advising respondents considered not to be viable competitors of the general basis for that opinion; and 3) informs all Phase 1 offerors that, notwithstanding the advice provided by the Government in response to their submissions, they may participate in the resultant acquisition.”
b) In addition, the highlighted language below, which is included in Section M, applies to evaluation of Phase 1 proposals. The rest of Section M applies only to the evaluation of Phase 2 proposals.
“Section M

RFO 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (DEVIATION JAN 2026)
(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—
(1) The solicitation number;
(2) The name, address, telephone number of the Offeror;
(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds
Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;
(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.
(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(c) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
PAGE 8 OF 15 1333ND26RNB190031001
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award one or more contracts without negotiations with Offerors.
Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct negotiations, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
ADDENDUM TO PROVISION 52.212-1
The information in this Addendum replaces paragraphs (a) and (b) in Revolutionary FAR Overhaul (RFO) provision 52.212-1 (Deviation Jan 2026), above. Offers shall be submitted as noted in this addendum.
