About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the National Institute of Standards and Technology (NIST). The amendment, effective September 8, 2026, updates clause 1352.270-71 regarding Pre-Bid/Pre-Proposal Conference and Site Visit requirements for solicitation number 1333ND26RNB190031, dated August 26, 2026. The contracting officer is Travis C. Zoellner.

The key modification clarifies that successful Phase I offerors will receive notification from the Contracting Officer regarding the specifics of a site visit to be held during Phase II. The amendment indicates this is a phased acquisition with Phase I evaluation preceding Phase II activities. The pre-proposal conference details—including date, time, and location—are listed as "TBD" with a note that site visit information will be provided to successful Phase I offerors via letter from the Contracting Officer. Offerors are encouraged to submit written questions at least one day prior to the conference and are expected to satisfy themselves regarding all conditions that may affect work performance. Failure to attend the conference or inspect the site does not constitute grounds for protest or contract claim. The document specifies that contractors are not required to sign and return copies to the issuing office, though offers must acknowledge receipt of the amendment prior to the specified deadline through completion of form items or separate written communication referencing the solicitation and amendment numbers.
