About this opportunity
The Department of Agriculture Forest Service is soliciting quotations for stand examination and related post-fire data collection activities on the Laramie Ranger District of the Medicine Bow–Routt National Forest in Wyoming, with quotations due May 28, 2026 at 1:00 PM EST. The procurement is set-aside for total small business under NAICS 115310, Support Activities for Forestry, with a size standard of $11.5 million.
Place of performance is Laramie, Wyoming, on burn-affected stands within the Laramie Ranger District. The contractor must complete 656 mandatory plots and 409 optional plots using Common Stand Exam protocols. Crew leaders must hold undergraduate coursework in mensuration, tree identification, plant identification, silviculture, and ecology, plus three months of prior forest inventory experience. Data collection is restricted to live trees greater than 5 inches in diameter; dead trees of that size are excluded from scope. Field conditions include light to moderate blowdown and down trees from the 2020 Mullen Fire. All data must be collected electronically and submitted in .cse file format, accompanied by walkthrough .TRU files, self-inspection documentation, and sketch maps. Prevailing wage determinations apply under the Service Contract Act, with rates ranging from $13.96 to $27.24 per hour depending on occupational classification, plus $5.55 per hour health and welfare benefits.
The contract is a firm-fixed-price requirements contract for one six-month base period (June 1 through September 30, 2026) with an optional period extending through November 30, 2026. Evaluation uses lowest price technically acceptable criteria, weighing technical capability, quality control plan, key personnel qualifications, proposed operation plan, and past performance on similar projects within the past three years. Government quality assurance will enforce a 90% Acceptable Quality Level standard; unacceptable work must be reworked at no cost to the Government. Questions are due May 21, 2026 at 11:00 AM Mountain Time to Darlene.Chase@usda.gov. Questions and answers posted May 26, 2026 clarify scope regarding data collection limits and site conditions.
