About this opportunity
The Drug Enforcement Administration seeks landscaping and grounds maintenance services for its Aviation Operations Center in Fort Worth, Texas, with quotations due July 15, 2026, at 9:00 AM EST and questions due July 2, 2026, at 9:00 AM EST. This is a 100% small business set-aside. Attendance at a mandatory pre-quotation site visit on June 25, 2026, between 8:00 AM and 4:00 PM CST is required; quotations from non-attendees will be deemed non-responsive. Amendment 0001, effective July 6, 2026, provides clarifications to the solicitation.
Place of performance is the AOC facility at 2300 Horizon Drive, Fort Worth, Texas 76177, encompassing approximately 2.66 acres of landscaping within a 12.3807-acre property. The contract comprises a one-year base period (August 1, 2026 through July 31, 2027) with four optional one-year renewal periods extending through July 31, 2031. Scope includes routine mowing (34 annual occurrences), fertilization (three applications), seeding, sodding, seasonal color bed maintenance, mulching, weed and insect control, trash removal, sidewalk maintenance, edging and pruning, and sprinkler and irrigation system maintenance with winterization and spring activation. Contractors must obtain facility access authorization for all personnel and provide proof of $500,000 liability insurance. Pesticide applicators must hold proper certifications and comply with Federal Insecticide, Fungicide, and Rodenticide Act regulations. Work hours are 7:30 AM to 4:00 PM on normal business days only. All contractor tools, equipment, and materials must be removed after each visit. Government approval of all vegetation and chemical selections is required per Alliance Airport Association rules. The incumbent contractor is Bluestem Outdoor Service.
Quoters must submit a 25-page technical proposal (Volume 1) and pricing documentation (Volume 2) and provide pricing for seven line items on both per-occurrence and monthly bases. Evaluation weighs five factors in descending order of importance: corporate capability, technical approach and understanding of requirements, staffing approach, past performance (rated Low/Medium/High risk), and price. The Government anticipates awarding a single firm fixed-price purchase order based on best value. NAICS 561730, PSC S208.
